Job Summary

Subject to formal establishment a vacancy may arise for a Flt Lt (Any Profession) to serve as QEAF Liaison Support (Joint 11 Sqn) at RAF Leeming on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS) with an initial proposed start date of 27 July 2026 (or earlier/later subject to candidate status and formal establishment).

Joint 11 Squadron delivers advanced and high-speed jet training to Qatari Emiri Air Force (QEAF) and RAF pilots in the Mk167 Hawks. This partnership is a critical enable to the long term enduring relationship with the UK. Customer excellence is pivotal to ensuring a lasting impression of the RAF and the advantages the QEAF received by partnering at RAF Leeming rather than elsewhere.

This role is pivotal in strengthening the partnership between 11 Squadron QEAF and RAF Leeming by providing comprehensive liaison welfare and administrative support to QEAF personnel in the UK. The postholder will build and maintain strong stakeholder relationships ensure clear communication and proactively address cultural operational and welfare considerations to enable seamless integration within the Joint Hawk Training School (JHTS).

The post holder will lead personnel support activitiesfrom onboarding / offboarding and accommodation coordination to managing sensitive welfare issueswhile ensuring all UK immigration security and administrative requirements are met.

Key Tasks and Responsibilities:

Personnel Support:

  • Lead the onboarding / offboarding process of new QEAF students and staff to 11Sqn QEAF. This includes engaging with 22Gp to obtain relevant UKVI documentation and Security Clearances ahead of arrival.
  • Own and maintain the Arrivals Briefing and associated documentation. This includes delivering briefs obtaining signed receipt of associated documents.
  • Assist QEAF students and staff on 11 Squadron with sensitive issues or medical concerns coordinating with medical staff OC 11 Squadron and Dep OC 11 Squadron (QEAF Senior Responsible Officer) and ensuring any administrative documentation is processed.
  • Act on behalf of 11Sqn QEAF personnel when assigning and maintaining SFA & SLA. This includes acting as a POC to external agencies and contractors including Vivo Pinnacle Amey and Aramark.
  • Identifying future investments to be made at RAF Leeming to enhance the support offered to QEAF students and staff whilst at RAF Leeming or to allow the QAPO Liaison Support function to meet increasing demand
  • Offer support through regular meetings with Qatari support staff holding drop-in sessions and being visible and accessible on squadron.
  • Assist/instigate Visa (BRP) extensions for QEAF when required.
  • Administer Departure Forms and engage with Sqn to ensure all pre-departure actions are completed

Stakeholder Management:

  • Proactively build strong relationships with 11 Squadron QEAF personnel and key stakeholders.
  • Work in partnership with 11Sqn QEAF personnel to provide effective care to all QEAF students and staff whilst in the UK.
  • Develop and support the continuation of the partnership between 11Sqn QEAF and the wider RAF Leeming Stn community to maintain effective operations of the JHTS.
  • Establish and maintain clear and effective communication with all QEAF personnel involved in the programme within the UK.
  • Provide conflict resolution when required by liaising with UK agencies on behalf of QEAF personnel to ensure cultural sensitivities are understood and respected by all parties.
  • Be vigilant to emerging challenges and issues supporting Dep OC 11 and the QAPO Liaison Lead to ensure smooth integration between QEAF and RAF personnel on 11 Squadron.
  • Assist the QAPO Liaison Lead in executing support activities remotely or in person to aid decision-making during periods of absence.
  • Escort any QEAF VIPS and visitors at 11Sqn QEAF as needed.

Line Management:

  • Provide localised line management for existing Customer Liaison support at RAF Leeming.
  • Contribute to the planning and organisation of wider Coningsby and Leeming liaison team activities and protocols.
  • Stay informed about and support upcoming engagements visits arrivals and exercises ensuring an understanding of the teams responsibilities in these events (including wider QAPO team engagements).
  • Identify and address potential issues that may impact the UK-Qatar relationship reporting to the QAPO Liaison Support Lead/ QAPO PD as necessary.
  • Stay updated on Qatari cultural developments to pre-emptively understand and mitigate potential challenges.
  • Develop and maintain an in-depth understanding of Qatari cultural practices and communication styles to facilitate seamless integration with RAF procedures.

Other:

  • Project management support ensuring enduring activities are delivered to schedule and to cost.
  • This is not an exhaustive list of responsibilities. The postholder is expected to use their initiative and adaptability to address various challenges and contribute effectively to the Hawk & Liaison teams objectives.

The role also involves supporting program delivery on behalf of the Qatar Air Programmes Office (QAPO) continuous improvement and maintaining a visible accessible presence for Squadron leadership QEAF staff and students.

This position will report to the Head of the QAPO Liaison Team (based at RAF Coningsby) and will provide day to day support to the QAPO Hawk Project Manager (RAF Leeming). The post holder will be responsible managing for existing Customer Laison support role at RAF Leeming.
