Job Summary

The publication of this call for interest is organised as a fast track competition open to candidates who already hold a valid NATO personnel security clearance or a valid personnel security clearance (PSC) at the appropriate level issued by the candidates parent National Security Authority (NSA) / Designated Security Authority (DSA) or any other competent security authority: this may include NATO International Civilians temporary staff consultants contractors interns Voluntary National Contributions (VNCs) and members of Allied National administrations.

1. SUMMARY


The mission of the Operations Division of the International Staff is to prepare NATO for the defence of Alliance territory to respond to crises at home and abroad and to strengthen the capabilities of partners.
Within the Current Operations Section (COPS) the incumbent will contribute to activities and projects that enable urgent Allied support to Ukraine in particular through the Prioritised Ukraine Requirements List (PURL) and the NATO Security Assistance and Training Ukraine (NSATU).

2. QUALIFICATIONS AND EXPERIENCE


The incumbent must have:

a university degree in a field relevant for this position (e.g. Security or Defence Studies International Relations area studies programme management);
at least 1 year of experience relevant for the position;
a broad understanding of current international events and the security environment with the ability to communicate about them;
have the ability to engage and collaborate effectively with internal and external stakeholders;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; I (Beginner) in the other.

The following would be considered an advantage:
experience working for a national administration or international organisation on multilateral security affairs;
knowledge of NATO structures internal management processes and/or ecosystems of support to Ukraine; and
experience with fund-raising donor engagement and fund management issues.

3. MAIN ACCOUNTABILITIES


Planning and Execution: Planning work to meet tight deadlines around scheduled engagements and ad hoc short-notice engagements. Balancing multiple deadlines and prioritizing outputs. Delivering high-quality written products to senior leadership. Ensuring accuracy of legal and financial documentation in coordination with internal and external stakeholders.
Expertise Development: Bringing together knowledge of policy positions of Allies military advice on Ukrainian needs along with legal financial and programmatic mechanisms needed to sustain a large-scale security assistance programme. Building knowledge of US and Allied procurement systems along with Ukrainian military plans. Exchanging knowledge and best practices across the International Staff national delegations and the military chain of command.
Knowledge Management: Draft and edit different types of documents and briefings. Ensuring adequate information flow through the most appropriate communications channels to internal and external stakeholders. Manage distribution of classified and unclassified material to a wide range of stakeholders. Maintain well-structured paper and electronic filing systems for classified and unclassified documents.
Stakeholder Management: Proactively build positive relationships with stakeholders across the International Staff and with other internal and external stakeholders. Work cooperatively and constructively to overcome challenges even under time pressure. Present a positive image of the team to stakeholders. Collaborate with colleagues in similar positions to ensure exchange of information and best practice implementation. Diagnose and find solutions to potential issues.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS


Reporting Line: The incumbent will report to the Team Lead for Ukraine support and to the Head of COPS.
Interactions: They will liaise and coordinate with numerous stakeholders including within NATO HQ (International Staff national Delegations International Military Staff) and outside of NATO HQ.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of 1 year; possibility of renewal for up to one year.

Contract clause applicable:

As employment in this post is required for a limited period the successful applicant will be offered a definite duration contract of one year duration which if required may be renewed for a further period of up to one year.

If the successful applicant is seconded from the national administration of one of NATOs member States a one year definite duration contract will be offered which may be renewed for a further period of up to one year if required and subject also to the agreement of the national authority concerned.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
