Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

Position Overview:

The System Analyst IV serves as a Public Safety Technical Liaison between Harris County Universal Services and law enforcement agencies. This position bridges operational law enforcement needs with technology solutions by defining business requirements testing applications ensuring compliance with Criminal Justice Information Services (CJIS) standards and coordinating implementation and training efforts. The role ensures that public safety technology systems align with statutory requirements operational workflows and county governance standards.


Job Responsibilities:

Public Safety Technology Liaison

  • Establishes and maintains relationships with law enforcement agencies and county divisions to identify operational needs and align technology solutions accordingly.

  • Determines appropriate use cases for applications used by patrol investigations records management and dispatch functions.

  • Serves as a mediator between technical teams and public safety stakeholders to improve workflows and investigative efficiency.

Business & Systems Analysis

  • Defines functional requirements by conducting interviews workshops and reviewing existing documentation to ensure alignment between business needs and technical delivery.

  • Develops business requirements process maps user stories and acceptance criteria.

  • Performs application testing to evaluate workflows identify gaps and ensure systems operate in accordance with law enforcement policies and procedures.

  • Recommend enhancements or process improvements based on operational analysis.

CJIS Compliance & Vetting

  • Oversees Criminal Justice Information Services (CJIS) vetting compliance and testing requirements for Universal Services employees contractors and vendors.

  • Tracks and validate CJIS clearance status for personnel working in restricted environments.

  • Ensures adherence to federal and state regulatory requirements governing access to criminal justice information.

Training Development & Instruction

  • Develops and revises training materials in alignment with Texas Commission on Law Enforcement standards.

  • Prepares lesson plans and instructional deliverables to provide continuing education hours for law enforcement personnel.

  • Coordinates training schedules to align with operational priorities and county initiatives.

Technology Deployment & Equipment Coordination

  • Configures and deploys mobile computing devices and law enforcement applications.

  • Coordinates delivery and transfer of equipment between agencies including asset return and replacement.

  • Prepares and processes Memoranda of Understanding (MOUs) for external agencies requesting system access and ensures proper routing and approvals.

Decision-Making Authority

  • Determines appropriate system use cases and application workflows to support law enforcement operations.

  • Evaluates compliance requirements and validates CJIS clearance eligibility.

  • Recommend procedural and technical modifications to improve system performance and operational effectiveness.

  • Determines when application issues require vendor escalation or remediation.

Requirements

Education:

  • Bachelors degree (any field). Relevant experience may substitute where appropriate.

Experience:

  • Minimum five (5) years of law enforcement experience in patrol investigations records management and/or dispatch.

  • Minimum five (5) years of experience as a licensed instructor with the Texas Commission on Law Enforcement (TCOLE) or equivalent including lesson plan development and instructional delivery.

Knowledge Skills & Abilities:

Knowledge

  • Law enforcement operations including patrol investigations records management and dispatch.

  • Criminal Justice Information Services (CJIS) compliance standards.

  • Public safety application systems and mobile enforcement technologies.

  • Business analysis methodologies and structured development environments.

  • Adult learning principles and law enforcement training standards.

Skills

  • Strong analytical and decision-making skills.

  • Excellent written and verbal communication abilities.

  • Ability to translate technical concepts into operational language.

  • Proficiency in law enforcement reporting and mobile enforcement systems.

  • Ability to manage multiple stakeholder relationships and complex projects.

NOTICE

Automatic Disqualifiers:

  • Convictions probation or deferred adjudication for any Felony and any Class A Misdemeanor.

  • Convictions probation or deferred adjudication for a Class B Misdemeanor if within the previous 10 years.

  • Open arrest for any criminal offense (Felony or Misdemeanor).

  • Family Violence conviction.
