This is a temporary position and there are no leave or retirement benefits offered with this position. Temporary employees who work an annual average of 30 or more hours per week may be eligible for health insurance coverage under the High-Deductible Health Plan (HDHP). Note: Permanent and time-limited NC State Government employees must separate from their permanent or time-limited position to work in a temporary position. All temporary employees are limited to one NC State Government temporary assignment at a time.


Individuals hired into a temporary State job must be fully qualified for the job. OSHR supports the Governors Job Ready initiative and seeks to expand a temporary skill set to enhance their qualifications for State government and private sector jobs. Exposure to an agencys culture process procedures and potential learning opportunities can provide valuable experience to those who may seek permanent employment with the state.

This temporary position is located at 301 Ashe Ave Raleigh NC 27604 - Wake County with the Governor Morehead School for the Blind.


Job Order Hourly Rate of Pay: $33.00 (Based on education and/or years of relevant work experience reflected on the application).

Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed in the class specification. The Knowledge Skills and Abilities listed within this vacancy announcement will be used only as management preferences and will be used to screen for the most qualified pool of applicants.

Management Preferences:

Review and evaluate position descriptions to determine appropriate classification and compensation ranges as well as add positions to our organization chart.
Process employee reallocations reclassifications in-range adjustments and salary changes.
Conduct compensation analysis to ensure internal equity and market competitiveness.
Interpret and apply classification and compensation policies collective bargaining agreements and regulations.
Guide managers on classification standards salary placement and career progression.
Maintain accurate documentation and records related to classification and compensation actions.
Support position control by tracking authorized positions FTE allocations and funding sources.
Analyze financial impact of personnel actions including reallocations and salary adjustments.
Prepare cost projections and reports related to payroll and compensation changes.
Ensure personnel actions align with approved budgets and organizational policies.
Assist with audits compliance reviews and data requests related to payroll or staffing.
Coordinate with HR Finance and department leaders to streamline personnel action workflows.

Strong understanding of job classification and compensation principles.
Ability to analyze financial and payroll data with attention to detail.
Knowledge of budgeting position control and organizational structures.
Excellent communication skills to explain complex HR and financial concepts.
Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
High level of discretion and confidentiality.

Minimum Education and Experience

Bachelors degree typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
