Job Summary

Description

You will work closely with the senior analyst to produce the Commissions commentary on the funding for the Scottish Budget and how it is spent. You will lead on discrete projects tackling new challenges as we develop our commentary. You will help in developing a narrative and communicating the risks and challenges facing the Scottish Budget to colleagues the Commissioners and stakeholders. You will also gain experience in communicating with a range of audiences managing a programme of analytical work and developing analytical expertise. You do not need extensive understanding of the Scottish Budget as you will learn the necessary skills on the job.



Responsibilities
Key responsibilities:
  • Develop the Commissions analysis and forecasts for Non-Domestic Rates accompanying the Scottish Budget and Medium-Term Financial Strategy supported by your line manager.
  • Support an analyst for producing forecasts for devolved taxes.
  • Work on the Commissions key publications including forecast reports and fiscal update reports. Ensure the work of the Commission is clearly presented and accessible to a wide range of audiences.
  • Line manage an analyst providing support and helping them develop.
  • Take responsibility for your learning and development so you can continue to build and develop the work of the team.
  • Help build positive working relationships with stakeholders including the Scottish Government the Office for Budget Responsibility HM Treasury and the Northern Ireland Fiscal Council.

Experience required:

You should have a first or upper second class degree or postgraduate qualification in a numerate subject for example: statistics economics actuarial science. Other qualifications or experience equivalent to these may also be acceptable; if you are in any doubt please contact Silvia Palombi.

Working Pattern

This role is a permanent level transfer position.

Our standard hours are 35 hours per week but we also support part-time working. If the top candidate is part-time we will endeavour to adjust duties accordingly where possible.
