Job Summary

Summit Technologies Inc. is seeking two experienced LMS Course Specialists to support USAFCOEFS Army Distributed Learning programs at Fort Sill OK. This role serves as the primary technical and functional expert for the Army Training Information System (ATIS) and Blackboard LMS (Learning Management Systems) environments. The LMS Course Specialist will manage course lifecycle development system performance user training enrollment administration and strategic enhancement initiatives to ensure stable secure and mission-aligned digital learning operations. This role directly supports Army training modernization and digital learning initiatives. You will play a key part in enhancing distributed learning capabilities improving instructional delivery and ensuring secure reliable LMS operations across USAFCOEFS programs. Candidates must be eligible for a DoD Secret Clearance.

Key Responsibilities

LMS & ATIS Administration

  • Monitor ATIS system stability and performance across all USAFCOEFS courses.
  • Serve as dedicated ATIS Course Manager throughout the full course lifecycle.
  • Create and sustain courses using approved Blackboard naming conventions.
  • Perform manager-level technical remediation for LMS issues including:
    • Database management
    • Content management
    • System availability
    • Software/hardware compatibility
    • Network security conflicts
    • System performance optimization

Subject Matter Expertise & Course Development

  • Serve as the ATIS SME supporting course framework development and customization.
  • Support courses based on Program of Instruction (POI) blended learning requirements and instructional complexity.
  • Attend developmental meetings and In-Process Reviews (IPRs) to address LMS requirements.
  • Collaborate with USAFCOEFS agencies and Army Training Support Center (ATSC) to resolve technical issues.

User Training & Support

  • Train instructors course managers and writers on LMS functions including:
    • Course design
    • Test development
    • Surveys
    • Gradebook management
  • Provide training to new users within 10 working days of arrival.
  • Assist instructors with class facilitation and efficient LMS usage.
  • Provide ongoing technical assistance to ensure productive system utilization.

Enrollment & Access Management

  • Serve as primary point of contact (POC) for enrollment and disenrollment.
  • Authorize and manage user access (students instructors writers).
  • Ensure secure access through authorized Government-furnished equipment and approved devices.

Reporting & Strategic Planning

  • Monitor analyze and report Blackboard LMS usage and system availability.
  • Provide written monthly reports and meet with the COR to discuss:
    • Strategic vision
    • System upgrades
    • Software version status
    • Enhancements and add-ons
    • Long-term recommendations

Compliance & Security

  • Safeguard testing materials and restricted course content.
  • Ensure only authorized Test Control Officers (TCOs) have access to sensitive materials.
  • Support compliance with Army Distributed Learning policies.
  • Complete required training to support additional LMS platforms if directed by the Army.

Required Qualifications

  • Bachelors degree in Instructional Technology Information Systems Education Technology or related field (or equivalent experience).
  • 3 years of LMS administration experience (Blackboard preferred).
  • Experience managing enterprise-level course environments.
  • Strong knowledge of instructional design principles and blended learning models.
  • Experience training users on LMS platforms.
  • Strong analytical reporting and documentation skills.
  • Ability to communicate effectively with instructors leadership and technical staff.

Preferred Qualifications

  • Experience supporting Army Distributed Learning or DoD training environments.
  • Familiarity with ATIS and Army Training Support Center (ATSC) processes.
  • Experience managing secure testing materials and TCO processes.
  • Knowledge of mobile LMS applications and modernization initiatives.
  • DoD 8570/8140 certification (Security etc.) preferred.
