The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services the Human Resources Administration and the Department of Homeless Services through strategic partnership and collaboration with the goal of creating an inclusive motivated and client centered workforce.
Human Resources Solutions (HRS)/ Office of Workforce Development is recruiting one (1) Associate Staff Analyst to function as Senior Trainer who will:
-Supervise staff engaged in curriculum development and delivery of training programs which includes providing a variety of professional development opportunities that include supervisory and managerial skills training Agency human resource policy and practices trainings leadership communication time management resource management and behavioral skills trainings academic support programs and organizational development initiatives.
-Be responsible for evaluating staff providing training activities and other related duties to improve and enhance overall efficiency and work productivity.
-Direct the activities of the Training Specialist in the development of on-going training programs reviewing revised and new procedures system updates new initiatives and comprehensive training to assure clarity of knowledge skills attitudes and competencies necessary for the implementation of daily work functions via instructor-led (e.g. in-person and virtual). Provide technical expertise in the design of online training modules ensuring integration of new policies into the training modules and conducting follow up review. Monitor and prepare reports to track completion.
-Prepare curriculum materials by reviewing program needs agency mandates and error trends. Curriculum materials include lesson plans trainers guides manuals policy and procedures charts and other instructional materials to meet stated criteria and training objectives.
-Work in conjunction with Procedure and Quality Control Units to review and analyze new and/or revised Federal State and City laws regulation and Department of Social Services directives that impact DSS/HRA/DHS to ensure curriculum and training materials are revised and updated appropriately as well as incorporating the data in the revisions of training materials and curriculum.
-Prepare comprehensive statistical reports to the Director of Training on Trainers activities detailing project completion training attendance statistics and effectiveness of training evaluation by reviewing project completion timeliness training attendance stats evaluation tools outcomes. Prepare reports on training expenditures to ensure reimbursement for training activities (For example supplies travel workshop preparation etc.)
-Liaise with senior agency officials to facilitate cooperation and coordination on matters related to training. Ensure staff are made available to attend mandated training; training schedules are adhered to and training curriculum meet the agencys needs.
-Conduct needs-based seminars to identify divisions training needs reviews training needs assessment reports and propose solutions to assist Programs with the establishment of training priority and deadlines. Ensures need assessments are discussed to identify next steps prioritize training requests and determine completion dates.
-Attend training and conferences to enhance skills and training techniques to improve training delivery

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.
associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.
4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
