Business Analyst
Liverpool (Hybrid - 3/2)

Our public sector client is seeking an experienced Business Analyst to support large complex service transformation programmes. You will work within multidisciplinary teams to define business needs capture requirements and ensure alignment between user needs policy intent operational processes and technical solutions.
Core Responsibilities
- Requirements Management: Lead requirements gathering across complex service environments eliciting and analysing both functional and non-functional requirements. You will develop user stories and acceptance criteria and maintain traceability between requirements and delivery outputs.
- Process Design: Map current and future state processes across digital and non-digital services identifying gaps and risks. You will ensure business processes align with GDS service standards and support service blueprinting.
- Stakeholder Engagement: Facilitate workshops and stakeholder interviews across operational teams policy leads and senior management.
- Delivery & Governance: Work within agile multidisciplinary teams during discovery alpha beta and live phases. You will support backlog prioritisation with Product Managers and contribute to programme governance by providing accurate impact assessments.
Required Expertise
- Experience working as a Business Analyst within complex public sector programmes.
- Strong understanding of the GDS Service Standard and the digital delivery lifecycle.
- Skilled in requirements elicitation process mapping and stakeholder facilitation within agile delivery environments.
- Knowledge of accessibility and inclusive design principles.
