Primary Function
The job of Compensation Manager was established for the purpose of planning implementing directing budgeting and maintaining employee compensation for the District; serving as a resource for departmental information; and ensuring that compensation conforms to District and Contractual requirements as well as any applicable state and federal requirements.
Reports To
Chief Officer of Employee and Fiscal Services
Education and/or Experience
- Bachelors degree in Human Resources Business Administration Accounting School Administration or related field required.
- Minimum of five (5) years of experience in compensation payroll or human resources including at least three (3) years of supervisory experience.
- Experience in a public-sector or school district environment preferred.
- Demonstrated knowledge of compensation practices budgeting processes retirement systems and regulatory compliance.
Essential Duties and Responsibilites
- Analyzes staffing levels and determines staffing costs for the purpose of supporting sound budget development and fiscal stewardship.
- Assists in the development and maintenance of the district timekeeping system for the purpose of ensuring accurate payroll processing.
- Completes employment verifications for the purpose of providing authorized information to third parties.
- Develops and implements process improvements for the purpose of increasing efficiency and effectiveness within Human Resources operations.
- Leads professional development for support staff for the purpose of building capacity ensuring job competency and maintaining compliance with role expectations.
- Maintains confidentiality of Human Resources information for the purpose of protecting employee privacy and district integrity.
- Manages district compensation programs for the purpose of ensuring compliance with district state and federal requirements.
- Participates in meetings workshops and seminars for the purpose of gathering and disseminating information necessary to perform assigned duties.
- Processes Schedule A B and C contracts and monitors employee data for the purpose of ensuring accurate compensation and benefit placement.
- Promotes a customer service focused Human Resources Department for the purpose of ensuring timely and professional responses to employee inquiries.
- Reviews departmental budgets on a regular basis for the purpose of monitoring expenditures and ensuring alignment with approved allocations.
- Reviews employee coding and assignment numbers (ASN) for the purpose of ensuring accurate position and funding alignment.
- Reviews recommended hires from a budget perspective for the purpose of confirming appropriate funding prior to employment.
- Serves as Retirement Liaison to district personnel for the purpose of providing accurate information and facilitating retirement processing.
- Supervises and evaluates assigned Human Resources staff for the purpose of ensuring effective performance and professional growth.
- Supervises personnel recordkeeping procedures for the purpose of ensuring compliance with district state and federal requirements.
