Must Haves:
- Minimum 8-10 years experience project managing electronic health-related projects ideally with experience deploying clinical software systems
- Minimum 8-10 years experience with and knowledge of project management concepts (e.g. project goals risk scope participant roles project and work package planning & scheduling and quality management)
- Minimum 5-6 years experience with program / project reporting including development of escalation materials and executive updates
- Minimum 5-6 years experience managing multiple projects to ensure successful conclusion
- Minimum 3-4 years experience with government procurement processes

Background Information
- The purpose of this request is to acquire a Sr. Program Manager to provide oversight on activities related to foundational elements of the electronic health record (EHR) including the Provincial Client Registry (PCR) Provincial Provider Registry (PPR) Monitoring and Control Application (MCTA) Provincial Consent Override Interface (PCOI) and Consent Management Technology Asset (CMTA).
Responsibilities:
- The Program Manager will be responsible for the procurement of services to support foundational elements of the electronic health record (EHR) including the Provincial Client Registry (PCR) Provincial Provider Registry (PPR) Monitoring and Control Application (MCTA) Provincial Consent Override Interface (PCOI) and Consent Management Technology Asset (CMTA) the Registry Portfolio.
- Handling client relationships to manage expectations.
- Developing project status reports deployment reporting/tracking and maintaining and monitoring status reporting logs for stakeholders within the Agency and the regions
- Gathering and developing requirements in order to create and maintain a detailed project schedule and/or integrated portfolio plan.
- Proactively identifying potential risk events and issues before they occur so that proper mitigating strategies can be developed; identify potential conflicts between project and functional areas
- Working with subject matter experts within the Agency to gather internal stakeholder feedback and business requirements
- Articulating and prioritizing issues and risks and recommend mitigation strategies for decision makers
- Updating and monitoring project document repository to ensure all documents are reviewed and maintained in the repository
Desired Skills:
- Professional certifications: Project Management Professional; Knowledge and understanding of Project Managements Institutes Project Management Body of Knowledge
- Demonstrated project management software skills and experience e.g. MS Project MS Teams etc.
- Demonstrated experience working with various Project Management delivery methodologies (e.g. Waterfall Agile etc.)
- Experience with health system business implementation and deployment projects
- Experience with government procurement practices
- Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries issues/risk management etc.
- Relationship building facilitation and influencing skills to successfully partner with internal and external stakeholders
- Ability to readily identify assess and mitigate implementation and service or system adoption issues
Evaluation Criteria: 100 Points

Deliverables
- Deliverables Include but are not limited to:
- Gather procurement requirements draft procurement documentation and oversee procurement process on behalf the product team
- Coordinate evaluation of procurement responses to ensure responding vendors are able to meet product team requirements
- Develop and monitor program status reports deployment reporting/tracking and maintaining and monitoring status reporting logs for stakeholders within the Agency
- Articulate and prioritize both procurement and program issues and risks and recommend mitigation strategies for decision makers
- Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed; identify potential conflicts between project and functional areas
- Work with registry development team within the Agency to provide stakeholder feedback business requirements
- Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects concept definition planning implementation and close-out
- Update and monitor project document repository to ensure all documents are reviewed and maintained in the repository
Additional Terms
- Term: The term of this Engagement Assignment is 228 Business Days with an option to extend for up to an additional 253 days at the Agencys discretion. The Engagement Assignment may be extended for unused Business Days at the Agencys discretion.
- The resource will comply with the Agencys policies and procedures.
- The Agency systems cannot be accessed from outside the province of Ontario and the Agencys assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from the Agency.
- Assignment Type: This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
