What Youll Do
The UPF Construction Manager position is primarily responsible for the supervision ofConstruction Direct-Hire Craft labor force assigned to the UPF project to ensure theProject has qualified and experienced responsibilities include the duties below.
- Requisitioning hiring and releasing craft to support the work
- Coordinate and implement all aspects of the on-boarding/off-boarding processes for UPF direct hire craft to support project schedules and de-staffing
- Ensure performance reviews are conducted for all craft to demonstrate they are performing in accordance with safety security quality and workmanship standards for the position they are assigned
- Ensure crafts that do not meet safety security quality and workmanship standards are coached counseled progressively disciplined or dismissed
- Evaluate and approve craft detail changes for foreman and general foreman positions
- Conduct counseling and discipline as required
- Engage immediately in remedial and corrective actions to address work rule violations and ethics policy violations
- Approval of direct-hire craft timecards resolve questions related to weekly payroll and distribute paper paychecks when necessary
- Maintain relations with Business Managers/Business Agents of the Knoxville Building and Construction Trades Council (KBCTC) Officers of the Building Trades Council Job Stewards UPF Labor Relations and UPF Construction Management
- Work with UPF Labor Relations to resolve craft grievances and jurisdictional issues in a timely manner
- Administer pay incentives includes establishment of incentives and verification that incentives are appropriately applied
- Coordinate craft rewards and recognition
- Oversee day-to-day/short term (tactical) aspects of the direct-hire crafts
- Actively participate in schedule progress and manpower meetings and project walk downs
- Perform general administrative functions inherent in craft management supervisory positions
- Ensure CNS Y-12 and Bechtel National Inc.(BNI) UPF policies and procedures are fully implemented

Minimum Job Requirements
- Bachelors degree: Minimum 7 years of relevant experience
- Fifteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting
Preferred Job Requirements
- Minimum 4 years of supervisor experience
- Experience with manpower planning and cost/schedule management
- Excellent organization and communication skills are necessary and must be able to interact with all levels of personnel; must be able to communicate with local Building Trades Business Managers Business Agents and Labor Relations personnel to resolve craft staffing and labor issues
- Capable of working with minimal direction while under pressure with the ability to resolve conflicts within required constraints
- Must have practical construction experience in recognizing resource allocations for meeting schedule; experience in resolving conflict and poor behavior
- Must have a thorough understanding of project schedules throughout the Construction process
- Prior experience with unionized construction craft is essential
- Must have a strong knowledge experience and understanding of Construction Building Trade Labor Agreements
- Must have knowledge of all phases of construction operations and job site management
- Must have a working knowledge in the jurisdictional assignments related to the civil piping electrical mechanical welding hoisting and rigging activities
- Demonstrates an ability to create cost effective craft staffing solutions to meet project objectives
- Knowledge of the past practices for craft labor practices at Y-12 and the DOE Oak Ridge complex
- Has in-depth knowledge of on-boarding process(es) resources practices (medical security and human resources) processes and policies needed to successfully employ all direct-hire
