Job Summary:

The Arizona Department of Corrections Rehabilitation & Reentry is seeking an accomplished leader to serve as Commander of the Correctional Officer Training Academy (COTA). This role commands a 40-acre training campus and drives the strategy performance and culture of a comprehensive 13week correctional officer training program. The Commander leads all academy operationsincluding staff direction budgeting curriculum oversight and facility managementand ensures resources systems and personnel align with agency priorities. This position has a significant leadership impact shaping training standards statewide setting operational goals and implementing process and technology improvements that elevate workforce readiness. Through strategic vision operational excellence and strong team leadership the Commander plays a pivotal role in preparing Arizonas next generation of correctional professionals.

Job Duties:

-Administers Correctional Officer training process to ensure completion of program and curriculum requirements in accordance with laws rules regulations policies and procedures including the Peace Officer Standards and Training Board (AZPost)
-Attends bimonthly meetings held by AZPost to ensure COTA remains up to date and in compliance with Arizona Revised Statutes and prepares and reviews various operational reports
-Oversees administers monitors and inspects all aspects of facility management operations to ensure the safety health and comfort of Correctional Officers and other ADCRR employees
-Inspects and reviews building renewal projects to ensure compliance with appropriate building and safety codes
-Oversees the facilities Physical Plant Department to ensure building maintenance ground keeping and fleet vehicle maintenance are properly sustained and oversees food service delivery
-Reviews analyzes plans and prepares annual budgets
-Reviews and authorizes expenditures to ensure the best use of limited fiscal resources
-Assists with the preparation of contracts for suppliers and subcontractors
-Oversees the inventory control process
-Administers the development of COTA and other curricula to ensure the adequacy of pre-service Correctional Officers Correctional Sergeants Community Corrections Tactical Support Units and Range Masters training in addition to any in-service training required
-Interviews hires supervises and disciplines staff
-Observes and documents job performance and administers evaluations
-Approves leave and monitors leave balances
-Signs PARS
-Reviews confidential personal information background issues equal employment opportunity complaints/issues and disciplinary process for covered employees
-Plans develops and recommends annual training courses based on assessed needs consistent with CORE competencies and best practices
-Attends various meetings seminars and training sessions to communicate issues and -gather information relating to ADCRR and COTA
-Drives on State Business
-Other duties as assigned as related to the position

Selective Preference(s):

-Bachelors Degree in Business or Public Administration Psychology Sociology Criminal Justice or other related field
-Five (5) years experience with progressive levels of administrative responsibility
-Correctional experience directing a large scale program

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation.

In an effort to maintain a safe environment all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.


If this position requires driving or the use of a vehicle as an essential function of the job then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
