Location: Divisional Headquarters (Hartford CT)

Status: Full-time Exempt

Hours Per Week: 40

Schedule: MondayFriday; 8:30 am 4:30 pm (the schedule may vary depending on the need)

Scope of Position: Provide leadership and oversight for Social Services Shelters and Service Extension programs across the Southern New England Division (Connecticut and Rhode Island). Manage the divisions Pathway of Hope program. Ensure all human service ministries align with The Salvation Armys mission policies and standards while effectively addressing community needs with integrity compassion and excellence. Under the supervision of the Program Secretary offer consultation program development compliance monitoring grant management training and strategic guidance to Corps and divisional staff ensuring consistent trauma-informed person-centered services to individuals and families throughout the division.

Responsibilities

  • Advocate for the mission of The Salvation Army and uphold the organizations values.
  • Assess recovery needs develop assistance guidelines supervise disaster casework staff and manage recovery budgets.
  • Assist in building community relations and funding opportunities.
  • Collaborate with Advancement to research funding opportunities and develop grant proposals.
  • Collaborate with Corps Shelters Service Units and community partners to provide coordinated trauma-informed care for vulnerable populations.
  • Conduct program audits reviews and visits in accordance with policies.
  • Develop and deliver professional training in social ministries for staff.
  • Develop and implement the divisional vision and strategy for Social Ministries.
  • Ensure accurate confidential recordkeeping and timely reporting across all programs.
  • Ensure all programs meet Salvation Army standards professional best practices and community needs.
  • Ensure completion of required training for staff and volunteers.
  • Lead and expand Anti-Human Trafficking efforts through training outreach partnerships and victim services.
  • Lead disaster social services and case management responses during major disasters.
  • Maintain accurate grant records shared drives and internal deadlines.
  • Manage support and oversee Pathway of Hope implementation across the division.
  • Oversee the MSW Social Work Intern Program and serve as a field supervisor.
  • Oversee service unit operations volunteer recruitment and training reimbursements banking and compliance.
  • Prepare and manage service extension budgets in collaboration with Finance and Program.
  • Provide administrative oversight of CT & RI Service Extension programs.
  • Provide consultation and technical assistance regarding social ministries shelters service units contracts FEMA commodities and reporting.
  • Provide direct supervision of the Social Ministries Coordinator and Service Unit staff including hiring training evaluation and accountability.
  • Recommend develop and evaluate new social ministries initiatives.
  • Represent The Salvation Army at recovery meetings and ensure accurate disaster reporting.
  • Represent The Salvation Army on human services committees and professional organizations.
  • Review contracts monitor compliance and ensure timely submission of reports.
  • Serve as divisional contact for federal state and local funding agencies.
  • Serve on divisional committees.
  • Support public relations and community engagement in collaboration with the Advancement Department.

Qualifications

  • A masters degree in social work or human services is required.
  • A minimum of five years experience in social services is required.
  • Minimum of three to five years of supervisory experience required.
  • Grant management contract compliance and fiscal oversight experience is required.
  • Strong leadership communication and organizational skills are required.
  • Proficiency in Microsoft Office Service Point and related systems is required.
  • Ability to manage multiple projects and meet deadlines.
  • Valid drivers license and willingness to travel throughout the Division.
  • Experience in disaster case management Pathway of Hope or Anti-Human Trafficking is preferred.
  • Experience working with government and nonprofit funding agencies is preferred.
  • Ability to maintain confidentiality in all aspects of the work environment.
