Job Summary

The Division of Transportation Planning & Management (TPM) seeks an experienced innovative and collaborative leader to serve as Executive Director of Traffic Control & Engineering. Reporting directly to the Chief of Traffic Control & Engineering the Executive Director (ED) supports the Chief in providing executive-level leadership communication and oversight of traffic control and engineering operations citywide. The ED leads and supervises a diverse workforce responsible for the planning evaluation and implementation of traffic engineering and curb management measures across multiple functions including the five Borough Engineering offices and shops Bus Stop Management Street Name Signs Maspeth Central Operations (Highways Street Furniture Vertical Elements Pavement Markings LIE HOV Lane Reversal Central Warehouse Sign Manufacturing and Sales) and private contractors. The ED evaluates traffic control devices traffic flow patterns and roadway safety needs for all users pedestrians cyclists and motorists using established professional standards and methodologies and conducts ongoing program evaluation to assess effectiveness and inform improvements. Working closely with internal and external stakeholders the ED helps set priorities and ensures the timely installation maintenance and repair of signs markings and related infrastructure. The role includes coordinating with planning and engineering teams on Capital Projects Street Improvement Projects and mayoral and agency initiatives overseeing implementation within Maspeth Central Operations areas of responsibility advising other Traffic Control & Engineering units as needed and shifting resources strategically to meet operational demands and emerging priorities. The ED provides day-to-day operational and administrative oversight fostering staff development and morale; continuously monitoring and improving productivity compliance and performance; supporting the development of management policies; and ensuring agency requirements and timelines are met. The ED also assists with managing capital and expense budgets grants schedules and key performance indicators provides fiscal and fleet oversight and prepares regular operational and management reports for executive leadership. The ED contributes to DOTs Strategic Plan and initiatives such as Vision Zero represents the Department in interagency and stakeholder forums with clear high-level communication and serves in an on-call capacity to manage emergency traffic control and engineering responses.

The Divisions responsibilities include planning street design technical analysis signs transit development freight mobility and markings ensuring the safety of motor vehicle occupants pedestrians and cyclists.

Traffic Control & Engineering is responsible for administration engineering and operations related to the installation manufacturing maintenance and removal of signs flexible bollards moveable barriers in-house traffic sign production and other traffic control devices. The office draws on the expertise and talents of engineers sign designers planners inspectors IT experts analysts and others to help the agency achieve Vision Zero and other city goals.

Preferred Skills
The ideal candidate will be a creative problem solver; will have excellent communication skills and key knowledge of traffic engineering principles and standards. Candidates should have prior experience in managing a large staff and projects related to the implementation of transportation planning programs. Candidate should have the ability to plan develop implement and write clear and concise reports. Candidate should possess a motor vehicle drivers license valid in the State of New York and maintained for the duration of employment.
-Proven track record of effective interaction with senior management.
-Possess executive experience directly managing a large and diverse work force consisting of analytical administrative and field operations.
-Possess strong managerial and interpersonal skills and excellent verbal and creative writing skills.
-Proficient in the DOTs Sign Information Management System (SIMS).
-Ability to motivate staff; possess project management skills and experience.

Qualifications :

1. A baccalaureate degree from an accredited college and five years of satisfactory full-time experience in traffic flow theory; highway capacity analysis; traffic accident analysis; traffic studies; urban transportation planning; geometric design of roadways; planning and design of parking facilities traffic signs and markings or traffic signals; citywide traffic surveillance and control; traffic engineering administration; or an acceptable related field. This experience must have included two years in an administrative capacity managing engineering and technical personnel or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

2. A two-year masters of science or engineering degree (equivalent to 60 graduate credits) in transportation planning traffic engineering or a related area from an accredited college and three years of satisfactory full-time experience as described in 1 above including two years in an administrative capacity managing engineering and technical personnel or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

3. Education and/or experience equivalent to 1 or 2 above. However all candidates must have at least two years of experience in an administrative capacity managing engineering and technical personnel or a large operations staff; at least two years of the required experience must have been acquired in the United States.
