Job Summary

Under supervision of the Contracts Manager this position will work within the Contracts Group for the Construction Management Bureau (CMB).  The major functions of this group include but are not limited to developing and procuring all professional services contracts for construction management; providing additional staffing resources to project CM teams during construction; and coordinating and administering as-needed construction management services contracts which includes administering the professional services task order approval process.  As a member of this group this position will perform detailed professional-level contract administration and analytical work and will assist with a variety of activities and assignments.  

Essential Functions:

  • Coordinate and administer the professional services task order process for as-needed construction management (CM) services contracts.
  • Track utilization of the as-needed contracts to prevent exceedance of contracting capacities.
  • Maintain and update in real-time the documentation necessary for the issuance of task orders.
  • Educate and support SFPUC colleagues on the development and proper use of task orders for the as-needed CM services contracts.
  • Ensure compliance of the as-needed contracts per the requirements outlined in Chapter 6 of the San Francisco Administrative Code.
  • Assist with amending the as-needed Agreements as required.
  • Assist with developing and procuring additional Request for Proposals for professional CM services contracts.
  • Coordinate as required for the CMB all public records requests per the requirements outlined in the San Francisco Sunshine Ordinance.
  • Assist with implementing departmental policies procedures and administrative directives in accordance with applicable laws ordinances codes standards rules regulations and legislative policies and procedures by interpreting explaining monitoring and evaluating the functional activities of the SFPUC CMB.
  • Class 1822 performs other related duties as required.

Qualifications :

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis development administration and reporting in major programs and functions of an organization in areas such as budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
