Job Summary

San Francisco Public Works is seeking two Senior Civil Engineers at the Construction Management Bureau of Project Delivery division for two different projects. Please see project and position details below.

Project A: PAVEMENT RENOVATION & SEWER REPLACEMENTS AT VARIOUS LOCATIONS.  There are 8 projects schedules that will overlap over the next 36 months. These projects involve extensive paving sidewalk sewer water and traffic-routing work across multiple streets in San Francisco Districts 10 3 4 5 and 9. The paving scope includes demolition utility coordination drainage management installation of new asphalt and concrete surfaces and adjustments to city-owned infrastructure. The sewer scope includes cleaning lining repairing replacing and installing sewer pipes and structures along with excavation trench restoration flow bypassing and handling unforeseen site conditions.

Project B: INGLESIDE DISTRICT POLICE STATION REPLACEMENT & SURGE FACILITY PROJECT.  The Ingleside District Police Station Replacement projects objective is to expand the police facility to meet the SFPD programs growing need. The Surge Facility project creates a temporary facility for key police operations during the police station construction by renovating and providing tenant improvements to an existing building. The surge facility construction cost is estimated at $18M and the facility must be completed prior to starting construction at the police station.  The Ingleside Police Station project scope includes rehabilitating the historic police station and building a new two-story 15500 SF state-of-the-art seismically safe police station. The station construction cost is estimated at $80M.  

Under general administrative direction the Senior Civil Engineer manages and directs the activities of professional and technical engineering personnel performing highly technical and administrative functions in connection with the design construction operation and maintenance of projects and systems; supervises and/or directs subordinates in the preparation of designs drawings specifications and cost estimates for a variety of engineering design and construction projects and/or construction inspection or personnel engaged in the most difficult and responsible professional engineering work in the field and office.

---MAJOR IMPORTANT AND ESSENTIAL DUTIES--- 

  • Directs supervises and coordinates the design of complex engineering projects ensuring that codes standards and project requirements are met; plans and develops projects budgets and staff for a wide variety of design activities.
  • Interviews selects trains monitors and evaluates departmental staff and consultants to ensure that work methods and work flow are effective; assures that written performance goals and objectives are prepared for employees; monitors the work of and evaluates counsels and disciplines subordinate staff as necessary; and reviews and approves technical training programs for staff.
  • Plans organizes and directs the administration and management of contracts and claims including but not limited to change order negotiation schedule and cost analysis Notice of Potential Claim processes mediation and enforcement of compliance with plans specifications and safety requirements.
  • Reviews evaluates and makes recommendations for and/or approves contracts contract modifications specifications related documents and the settlement of claims.
  • Directs supervises and reviews the preparation of complex construction contract and construction documents by establishing priorities assigning tasks allocating resources and monitoring progress to assure quality and cost effective performance of design work. Prepares and supervises the preparation of difficult and complex design drawings specifications and quantity and cost estimates.
  • Establishes and implements departmental policies procedures and administrative directives in accordance with applicable laws ordinances codes standards rules regulations and legislative policies and procedures by interpreting explaining monitoring and evaluating the functional activities of the organization.
  • Manages projects through planning scheduling and monitoring critical milestones to ensure projects are completed on time and within budget.
  • Directs reviews and supervises the review of shop drawings by contractors and other work of professional consulting firms employed to design various projects. Checks and reviews specifications estimates and computations prepared by consultants and subordinate staff members.
  • Conducts constructability reviews and oversee quality management field inspections and coordination with design teams to improve design quality and reduce risks.  
  • Supervises field inspection staff working on projects under construction and proposed projects to assure conformance with plans and specifications and initiates new projects. May participate in field inspections when necessary.
  • Coordinates all activities between a unit and other sections bureaus departments outside agencies and consultants and/or contractors across complex building civil and infrastructure projects including streetscape paving utilities traffic signals water/wastewater facilities and curb ramp/ADA improvements.
  • Consults with technical staff public officials and others to resolve differences among professional personnel; identifies problems develops and compares alternatives and makes decisions or recommendations for effective problem resolution.
  • Conducts meetings and makes presentations to Boards Commissions committees approval agencies staff and the general public for the purpose of providing accurate information explaining policies and providing recommendations and/or solutions.
  • Represents the City and consults with government officials business and civic organizations in connection with specific departmental issues.
  • Writes and/or reviews and approves letters reports memos recommendations routine correspondence and other documents.
  • Performs other related duties as assigned.

 


Qualifications :

MINIMUM QUALIFICATIONS

Education: Possession of a baccalaureate degree with major course work in engineering

AND

Experience: Seven (7) years of verifiable professional civil engineering work experience of which four (4) years of that experience must be as a licensed professional engineer.  Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer in the Civil Engineering specialty.

AND

License and Certification

  • Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Civil Engineering
  • Possession of a valid California driver license

Experience Substitution

  • A Masters Degree in Engineering may substitute for one-year work experience.
  • A Ph. D. in Engineering may substitute for two years work experience.

Note:
One (1) year of full-time employment is considered equivalent to Two Thousand (2000) hours. Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFICATION

The stated desirable qualification may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process for hiring. 

  • Experience leading and managing large multidisciplinary construction management teams composed of construction managers resident engineers inspectors and consultant staff.
  • Completion of specialized construction management coursework and advanced safety training (e.g. OSHA HAZWOPER).  Construction management certifications are preferred
  • Proficient in construction management and engineering software tools such as Microsoft Office Suite Bluebeam Primavera P6 and AutoCAD.

SELECTION PROCEDURES
