Job Summary

Under the direction of the Housing Manager and with latitude for independent judgment the Assistant Housing Manager oversees all functions of the LHD Application Unit. This unit is responsible for applying HUD regulations and NYCHA policies to determine eligibility for Tenant-Based Housing Choice Voucher (HCV) applicants and eligibility and rental processing for RAD/Project-Based applicants.

Key responsibilities will include the following:

-Supervise and manage a team of Housing Assistants to ensure program goals and service standards are met.
-Oversee applicant eligibility determinations for the Housing Choice Voucher program including required background checks (e.g. sex offender registry and criminal background checks).
-Review 25% of Section 8 eligibility review cases (SRs) for quality assurance and compliance.
-Train coach and evaluate staff; oversee recruitment and administer disciplinary actions as needed.
-Ensure compliance with NYCHA policies HUD regulations and applicable federal and state laws.
-Review rental packages submitted by voucher holders and finalize rental processing in Siebel.
-Process voucher extensions and close rentals in Siebel.
-Schedule applicant briefings and ensure timely accurate completion of paperwork reports and responses to inquiries.
-Review and disposition reasonable accommodation requests.
-Handle escalated or complex cases and resolve applicant complaints and issues professionally and promptly.
-Maintain strict confidentiality of sensitive and personally identifiable information.
-Communicate and coordinate with internal departments and external agencies including partners supporting veterans and Project-Based applicants to expedite application and rental processes.
-Identify system issues and recommend process improvements to enhance operational efficiency.
-Prepare weekly and monthly performance reports.

Qualifications :

1. A baccalaureate degree from an accredited college and one year of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments including overseeing the performance of duties such as: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or

2. A four -year high school diploma or its educational equivalent and five years of the full-time satisfactory experience as described in 1 above; or

3. A satisfactory equivalent combination of education and experience as described in 1 or 2 above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full time satisfactory experience. However all candidates must have a four year high school diploma or its educational equivalent.
