JOB TITLE: FACILITIES AND GROUNDS SUPERVISOR
REPORTS TO: School Business Administrator
SUPERVISES: Custodial Maintenance Technicians and Evening Custodial Supervisor
NATURE AND SCOPE OF JOB:
To provide students and staff with a physical environment that is healthy safe and efficiently operated.
QUALIFICATIONS:
The Facilities and Grounds Supervisor shall:
- Possess a NJ Educational Facilities Manager Certificate and Firemans Black Seal License.
- Possess a New Jersey Low Pressure Black Seal Boilers License.
- Possess a valid New Jersey Drivers License with no serious violations.
- Have a minimum of 10 years experience in the custodial and/or maintenance field with a minimum of 5 years supervisory experience.
- Have at least 5 years experience in property and/or construction management with the ability to demonstrate knowledge of construction codes health and safety regulations financial and management practices purchasing supervision of personnel and state and local regulations regarding the maintenance of buildings and equipment.
- Demonstrate the ability to communicate effectively in English both orally and in writing using proper grammar and vocabulary.
- Provide proof of U. S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986.
- Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education or during the initial six month period provide a sworn statement that there have not been any convictions of a crime or a disorderly persons offense in accordance with 18A:6-7.1.
- Provide information that includes current/former employers within the last twenty (20) years in which the employment involved direct contact with children ; a written authorization that consents to current and former employers disclosing certain information; and a written statement as to whether the applicant has any employment history regarding child abuse and/or sexual misconduct in accordance with N.J.S.A.18A:6-7.6.
- Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4.
- Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4.

TERMS OF EMPLOYMENT:
The Facilities and Grounds Supervisor shall be employed under the following terms:
- Work year of twelve months.

- Conditions established by all laws and codes of the State and all policies rules and regulations established by the Board of Education (N.J.S.A. 18A:27-4 et seq.).
JOB FUNCTIONS AND RESPONSIBILITIES:
The Facilities and Grounds Supervisor shall:
- Assume responsibility for the comprehensive overall planning and scheduling of maintenance and repair requirements of the districts school office facilities and grounds.
- Plan and implement a program of required preventive maintenance for each building and report these activities in an annual comprehensive maintenance plan.
- Establish appropriate maintenance grounds keeping facility security and custodial requirements for each district building.
- Direct the maintenance of all buildings and grounds.
- Participate in all school district construction and capital improvement projects; attend construction meetings and serve as the districts on-site representative; act as a construction manager overseeing timelines budgets and project compliance; ensure all work meets applicable local state and federal codes laws and regulations; coordinate with contractors architects and consultants to ensure quality and alignment with district standards.
- Collaborate with Rowan College of South Jersey - Cumberland Campus and other County entities for the effective and efficient operation of District facilities.
- Assume responsibility for the implementation of the Districts School Integrated Pest Management policy as required by statute. Provide proper notification of pesticide applications maintain required records and respond to inquiries regarding the pest management program.
- Recruit screen recommend for hiring assign supervise observe and evaluate all custodial maintenance technician and evening custodial supervisor staff.
- Determine and establish detailed specifications pertaining to supplies materials equipment and local contract work.
- Recommend for purchase necessary equipment and supplies and maintain an inventory of them.
- Maintain schedules of work for each individual building and ensure that proper supplies are on hand in each building.
- Establish and supervise summer maintenance and cleaning programs and schedules.
- Establish guidelines for the division of responsibility for in-school repairs and emergency repairs.
- Keep abreast of new work methods procedures and equipment.
- Inspect all school buildings grounds and installations on a regular basis to determine that high standards of workmanship cleanliness safety and security are maintained and standards are consistent with all applicable local state and federal laws and regulations including but not limited to New Jersey Indoor Air Quality Standards PEOSHA Health Codes and Uniform Construction Codes.
- Organize and implement an orientation program on proper operation and maintenance of school facilities for departmental personnel.
- Attend training sessions or assign appropriate staff to obtain necessary instruction.
- Utilize maintain and oversee the use of technology for general office tasks (e.g. communication scheduling documentation) and for the operation maintenance and monitoring of all facility systems including but not limited to building automation systems (BAS) work order platforms energy management systems and preventative maintenance software.
- Stay informed of emerging technologies in facilities management and provide informed recommendations for new platforms or upgrades that enhance operational efficiency sustainability and safety across all district buildings.
- Assume responsibility for Right-to-Know data practices procedures and record-keeping under the direction of the school business administrator.
- Ensure proper maintenance and operation of department equipment including motorized vehicles tools and machinery.
- Inspect and maintain fire alarm systems and fire extinguishers on a regularly scheduled basis.
- Prepare and administer the budget for maintenance grounds and custodial supplies and equipment.
- Supervise and inspect the improvement and renovation work performed by outside contractors and verify that the terms of all such contracts have been fulfilled before authorizing final payments
- Direct the preparation of playing fields grounds and other necessary facilities for athletics and other school activities.
- Confer with school principals contractors and other parties in making plans for landscaping planning and maintenance of various school grounds.
- Maintain all records that are required by board policy statute or administrative code.
- Interpret and enforce board policies regarding school maintenance safety and security procedures.
- Maintain availability for emergencies after hours and on weekends.
- Perform related duties as assigned.
