Job Summary

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply Drinking Water Operations is seeking to hire a City Research Scientist II within the Water Treatment Operations Quality Assurance & Support Services group. This group oversees the operation and maintenance of the Citys water treatment facilities.

Under direct supervision of the City Research Scientist IV the City Research Scientist II will serve as the Process Control Coordinator and will support treatment decisions conduct processes and compliance monitoring and oversee the Croton Filtration Plants Supervisory Control and Data Acquisition (SCADA) system. The City Research Scientist II will coordinate all administrative and technical functions related to the operation of the Process Control Laboratory located within the Croton Water Filtration Plant as well as the coordination of Process Control activities at the Catskill Delaware Facilities.


Specific duties include:

- Coordinating directing managing and evaluating all water quality monitoring functions of the laboratory including the enforcement of all necessary Quality Assurance protocols.

- Assisting the Bureau in making management decisions for treating water from the Citys reservoir system including the review of water quality and operational data

- Reviewing and issuing water quality and treatment operations data reports and assisting with the development of treatment and operational protocols

- Ensuring compliance with New York Codes Rules and Regulations Part 5 Subpart 5 1 and internal quality control requirements including the implementation of appropriate technical methodologies

- Managing laboratory functions including workflow coordination resource allocation and quality assurance activities

- Preparing reviewing and finalizing reports accurately and appropriately while meeting all reporting deadlines

- Sharing information effectively to support collaboration transparency and informed decision making

- Adhering to all safety protocols and incorporating safe work practices into daily operations

Preferred Skills:

- Familiarity with Microsoft Office Suite including Word Excel Access and PowerPoint

- Experience with statistical data analysis methods and programs such as R querying languages such as SQL visualization tools such as PowerBI and the ability to learn and adapt to additional methods and programs

- Technical understanding of water treatment engineering safe drinking water rules SCADA and graphics

- Knowledge of Laboratory information management systems such as StarLIMS

- Strong written and communication skills

- Ability to use computerized maintenance management system software and NYC Dept. Of Environmental Protection applications for timekeeping and performance evaluations

- Ability to understand program languages such as Python

- Ability to apply strong critical and analytical thinking skills when evaluating data identifying issues and developing recommendations

- Ability to operate Motorized equipment (such as lifts carts etc.) motor vehicles computers hand-held computer tablets various metering and testing devices

- A Motor Vehicle Drivers License valid in the State of New York

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
