K-12 SPECIAL EDUCATION PROGRAM DIRECTOR

Classification: Administrator 260 day calendar

Reports to: Executive Director of Early Intervention and Sped

FLSA Status: Exempt

POSITION OVERVIEW

The Director of Special Education provides supportive collaborative leadership to a skilled multidisciplinary team delivering high-quality special education services evaluations and regional support to children and students with disabilities across Linn Benton and Lincoln Counties. The Director of K12 Special Education oversees services to LBLESD customers and provides collaborative leadership to staff fostering positive effective service delivery and continual close partnership with component school districts the Director aligns programs to local needs while promoting equity inclusion and professional growth ensuring district staff and students receive high-quality responsive and legally compliant services.

QUALIFICATIONS

  1. Valid Oregon Teacher Standards and Practices Commission (TSPC) district-level administrative license or ability to obtain.
  2. Masters Degree in Special Education or education related field required.
  3. Minimum of three years successful experience in the supervision or administration of special education staff and programs.
  4. Demonstrated expertise in assessment and evaluation consultation direct and indirect services
  5. Experience leading others in an educational organization to build staff capacity strengthen organizational systems and promote individual performance and professional growth.
  6. Excellent planning organizational written and verbal communication skills.
  7. Experience building and sustaining collaborative partnerships across organizations and stakeholder groups.
  8. Leadership experience at the school building district regional and/or state level.
  9. Such alternatives to the above qualifications as deemed appropriate by the Superintendent and/or Board of Directors.

GENERAL INFORMATION

This position has the following expectations and prerequisite abilities:

  7. Ability to understand and follow oral and written directives locate requested data and present information in user-friendly formats for internal and public use.
  8. Maintain regular attendance and punctuality in meeting deadlines attending meetings and following schedules.
  9. Utilize teleservice platforms as needed to support educators students and district staff.
  10. Ability to lift and carry at least 25 pounds and sit for extended periods in a vehicle or work setting.
  11. Ability to provide own transportation to multiple locations within a flexible work schedule that may include evenings and occasional overnight stays.
  12. Demonstrated understanding of regional and statewide service delivery models for special education.
  13. Demonstrated understanding of specialized service providers and their relationship to student success including but not limited to school psychologists speech-language pathologists occupational therapists hearing and vision specialists and augmentative communication providers.

ESSENTIAL FUNCTIONS

The duties listed below are representative of the nature and level of work assigned and are not intended to be all-inclusive.

  1. Coordinate leadership and oversight of special education programs and services in collaboration with the special education administrative team.
  2. Supervise evaluate and support program staff through coaching feedback and professional growth opportunities in accordance with LBL policies and procedures.
  3. Foster a positive and supportive work environment that promotes collaboration trust and staff retention.
  4. Lead and/or assist in the recruitment screening hiring and onboarding of staff.
  5. Oversee compliance-related records reports and documentation and develop manage and monitor balanced budgets and grant implementation for assigned programs in accordance with agency state and federal requirements.
  6. Collaborate with component school districts to assess needs and align services in a responsive and solutions-oriented manner.
  7. Coordinate and support professional development staff meetings and regional collaboration efforts aligned to program goals and district priorities.
  8. Establish and maintain effective systems procedures and practices that support high-quality consistent service delivery.
  9. Provide leadership in policy development and implementation while maintaining sustained communication with school districts around services emerging needs and regional state and national special education issues.
  10. Collaborate with LBLESD leadership to address staffing organizational and budgetary needs while contributing to agency-wide planning and continuous improvement efforts.
  11. Perform other duties as assigned.

Salary and benefit information shown are based on full-time employment (1.0 FTE) based on the current school year
Placement on the Linn Benton Lincoln ESD Administrative salary schedule will be commensurate with applicants qualifications relevant training and experience
