The Department of Criminal Justice Services seeks a dynamic and proactive law enforcement leader to become the Division Director of the Law Enforcement Services Division. The position directs and manages the daily operations and programmatic activities of the Division in areas of Field Inspections and Audits Standards and Policy and Public Safety Training. The position partners with internal as well as external customers to ensure a high level of service delivery to local state and public safety organizations. What you will do:
Manage and direct all activities related to the Division of Law Enforcement including: Standards and Certification Function; Law Enforcement Regulatory Activities; Law Enforcement Field Activities; Virginia Law Enforcement Accreditation Center and Virginia Law Enforcement Professional Standards Commission Activities MARCUS Alert related activities Model Lesson Plan development and implementation activities Decertification related activities and relevant Law Enforcement training activities.
Establish policies procedures and priorities needed to meet Division goals. Develop and maintain relationships with constituent groups in support of the Division and agency programs and services -includes coordination with appropriate state and local criminal justice agencies state agencies local units of government and initiates correction and/or enforcement activities.
Manage review and direct agencys law enforcement certification programs. Manage law enforcement training records and files. Direct and manage law enforcement regulatory activities and develop new regulations in accordance with the Administrative Process Act. Direct Law Enforcement Accreditation activities. Manage the development and review of state law enforcement accreditation standards. Manage the development of the law enforcement Model Policies Manual.
Provide management and direction to staff engaged in field inspections and compliance activities. Coordinate activities related to the distribution of funds to regional academies.
Direct activities related to law enforcement training functions including but not limited to: standards and certification training; law enforcement regulatory training; jails and court security training; Virginia Law Enforcement training activities; homeland security activities and training; and law enforcement related conferences. Coordinate activities with the Committee on Training (COT) and Criminal Justice Services Board (CJSB) meetings to include reviewing the COT agenda and assures items submitted to COT and CJSB are appropriate and timely.
Direct activities related to homeland security and assure effective coordination with the Virginia Department of Emergency Management. Represent the Department and the law enforcement community interests in all state-level terrorism prevention grant discussions and decision making.
Respond to inquiries and constituents correspondence. Compose and prepare reports and other documents including speeches press releases presentations and media alerts for the Governor Secretary of Public Safety and the Director.
Minimum Qualifications
Demonstrated extensive management experience in law enforcement and in a law enforcement environment including senior-level command experience and extensive knowledge of in the requisite areas of responsibility including advanced knowledge of: modern principles practices and techniques of law enforcement administration organization and operations criminal justice system; technical and management phases of law enforcement and crime prevention; local government organization and administration.
Demonstrated knowledge and experience in supervisory and management principles and practices.
Demonstrated experience with administration of local state and federal rules and regulations.
Demonstrated experience with public sector regulatory process policies and practices affecting the delivery of law enforcement programs and services.
Demonstrated experience coordinating activities with senior level government officials.
Demonstrated experience in managing complex difficult and sensitive situations.
Position requires expertise in organizational development strategic planning and group facilitation.
Strong background in community relations customer/citizen satisfaction and community service.
Working knowledge and demonstrated experience in the areas of budget preparation program development and management and resource management.
Demonstrated advanced management experience and extensive knowledge in the criminal justice system law enforcement planning analysis research evaluation and measurement techniques.
Demonstrated knowledge and experience in law enforcement certification and regulation.
Demonstrated ability to manage at the highest level of local state or federal government required.
Significant experience in the leadership and management of law enforcement programs policies and regulations.
Demonstrated experience in the development and management of law enforcement training.
Demonstrated experience in legislative analysis and advocacy required.
Knowledge of grant administration rules policies and regulations. Demonstrated experience with managing grants cooperative and/or interagency agreements.
Must have a comprehensive understanding of state government operations policies and legislative function.
Ability and experience performing complex technical duties such as reviewing and prioritizing budget expenditures and reimbursements under multiple programs.
Knowledge and experience of Microsoft Office Suite/G-Suite to include but not limited to Word Excel and Outlook Internet and e-mail software.
Demonstrated ability to meet critical deadlines handle multiple assignments changing priorities and ensure timeliness and quality of completed assignments.
Strong effective oral and written communication skills.
Documented experience in working both as an active and contributing team member as well as independently.
Attention to detail.
Ability to exercise discretion and maintain confidentiality.
Additional Considerations
Experience in areas related to public administration police science criminal justice or related fields.
Experience developing strategic planning documents.
Experience as a practitioner in the delivery of training for law enforcement.
Experience in developing curriculum materials and resources in the development of training.
Experience working with the development of legislative and budget proposals for consideration by the Governor.

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The starting salary range is 130000 to $140000 plus the states benefits package.
