GENERAL DESCRIPTION:


Perform HVAC/R work including construction remodel repair and preventive maintenance of all HVAC/R systems in Wyoming Military Department facilities primarily those located in Cheyenne Laramie Torrington and Wheatland in excess of 644520 square feet. Assists tradesmen and building & grounds staff in various duties such as plumbing electrical and snow removal. Responsible for all state-issued tools and equipment needed to perform multiple tasks each day. Research work orders direct completion of work to the supervisor and update work order tracking with the supervisor. Identify required parts and preventive maintenance supplies needed to meet the needs of the Wyoming Military Department. Provide call-in or call-back services in support of emergencies. Maintain an EPA Universal certification.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

  • Troubleshoot and diagnose issues on a wide variety of HVAC/R systems and recommend repair or replacement.
  • Replace and/or install HVAC/R units make adjustments to HVAC/R units to include chillers heaters air conditioners and other environmental control units using pneumatic electronic or mechanical means.
  • Conduct efficiency analysis on HVAC/R systems and provide recommendations specifications or initial design requirements for all HVAC/R system replacements upgrades and proposed energy-saving modifications.
  • Coordinate the startup and shutdown of heating and air-conditioning systems as well as other related equipment.
  • Organize implement and manage a preventive maintenance program for the 350 HVAC/R facility systems currently installed in Cheyenne Laramie Torrington and Wheatland facilities.
  • Conduct monthly/quarterly/semi-annual system inspections and filter changes to ensure all HVAC/R systems are performing at peak performance. Develop and manage a stock of preventive and corrective maintenance repair parts.
  • Coordinate the acquisition of repair parts with trades management to verify fund availability prior to purchase.
  • Responsible for compliance under the Environmental Protection Agency (EPA) 1992-1994 Clean Air Act for the use of ozone-depleting substances and toxic oils/refrigerants. Convert systems to more environmentally responsible refrigerants.
  • Maintain strict accountability of ozone-depleting chemicals from procurement to disposal. Affix all applicable labels place cards signs and notices to the proper systems or containers identifying the type and quantity of refrigerant.
  • Use specialized equipment to install and evacuate refrigerant/oils in HVAC/R systems.
  • Utilize flammable gases during brazing/soldering operations and adhere to all applicable safety protocols.
  • Comply with Occupational Safety & Health Administration (OSHA) guidelines and maintain a Safety Data Sheet (SDS) folder with all relevant documents for all the refrigerants/oils/chemicals/gases.
  • Utilize a complex Building Automation System (BAS to diagnose and interpret HVAC/R issues within the Cheyenne Laramie Torrington and Wheatland facilities.
  • Observe historical trends of HVAC/R equipment to better troubleshoot and diagnose equipment issues. Diagnose/Troubleshoot and repair Direct Digital Controls (DDC).
  • Read and interpret vendor technical manuals schematics and blueprints to aid in troubleshooting faulty systems.
  • Fabricate test equipment jigs and manifolds as well as specialty parts and ducting as necessary to eliminate the need for costly contractor services.
  • Utilize the computer workstation for logging information into the work order system completing work orders receiving/sending email submitting completed timecards leave requests travel requests and overtime requests via email to the supervisor.
  • Submits purchase requests for replacement parts for facility repairs and tools. Uses a purchase card to make purchases track Visa statements and logs approval emails and attach receipts to work orders.

Qualifications


PREFERENCES:


Preference will be given to an individual with the following certifications: EPA HVAC Universal Technician Certification License R410A Refrigeration Certification and State of Wyoming HVAC Low Voltage Electrical License.


KNOWLEDGE:


  • Possesses basic refrigeration cycle theory of operation basic thermodynamic knowledge of saturation tables temperature and pressure relationship and low voltage electrical.
  • Knowledge in relation to HVAC/R systems. Understands complex math.
  • Can perform heating and cooling load calculations.
  • Trained in the safety and operation of light- and some heavy-duty equipment.


MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree
Experience:
0-1 year of progressive work experience (typically in HVAC) with acquired knowledge at the level of an HVAC Specialist
OR
Education & ExperienceSubstitution:
3-4 years of progressive work experience (typically in HVAC) with acquired knowledge at the level of an HVAC Specialist
Certificates Licenses Registrations:
Agency may require an EPA License.

PHYSICAL WORKING CONDITIONS:


  • This position must pass a background check.
  • Current drivers license and the ability to obtain and maintain a federal security clearance.
  • ** Employee may be subject to after-hours call back or reporting to work outside of their normallyscheduled hours **
