We connect industry academia entrepreneurs investors and philanthropy to accelerate innovation strengthen manufacturing and supply chains expand talent pipelines and deepen statewide collaboration that drives economic growth and advances global healthcare. As an initiative of the Central Indiana Corporate Partnership (CICP) BioCrossroads convenes partners supports commercialization and startup growth amplifies Indianas competitiveness through thought leadership and data and helps position the state as a global hub for life sciences.
JOB OVERVIEW:
The Senior Vice President is responsible for shaping advancing and sustaining this initiativealigning industry academia government workforce and capital to strengthen the states global competitiveness and long-term resilience for next-generation life science manufacturing.
This leader will refine and execute a long-term vision that strengthens supply chain resilience accelerates technology development and adoption expands workforce capacity and positions Indiana as the preferred destination for innovators researchers and life sciences manufacturers seeking to reshore expand or innovate in the U.S.
Reporting to BioCrossroads CEO and President and working in close partnership with the CICPs CEO the Senior Vice President provides executive leadership strategic direction and accountability for the initiatives vision priorities and outcomes. This role serves as a primary architect and steward of Indianas life sciences manufacturing innovation strategy ensuring alignment between long-term ambition and near-term execution.

JOB RESPONSIBILITIES:
Strategy & Vision
Refine execute and continuously evolve a statewide strategy to establish Indiana as a center of excellence for life sciences manufacturing innovation and reshoring.
Refine industry-informed grand challenges and subsectors (e.g. biomanufacturing analytical chemistry robotics macromolecular chemistry cell & gene therapy advanced therapeutics digital/AI-enabled manufacturing etc.).
Translate national reshoring supply chain resilience and industrial policy trends into actionable state-level initiatives.
Serve as a senior strategic advisor to the CEO and organizational leadership on life sciences manufacturing innovation reshoring and supply chain resilience.
Ecosystem & Partnership Development
Convene and align industry leaders startups research institutions contract manufacturers workforce organizations utilities and real estate partners around shared priorities coordinated strategies and sustained engagement.
Build deep partnerships with Indiana universities and research institutions to accelerate technology transfer pilot-scale manufacturing and translational research.
Collaborate with federal and state agencies and other partners to secure Indianas role in federally funded manufacturing and innovation programs.
Develop and maintain trusted senior-level relationships across industry academia government and capital markets to advance Indianas long-term sector strategy.
Industry Engagement & Business Attraction
Serve as a senior-level ambassador to global life sciences companies CDMOs and suppliers evaluating reshoring or U.S. expansion articulating Indianas long-term value proposition and innovation strategy.
Support business attraction retention and expansion efforts by articulating Indianas differentiated value proposition in manufacturing innovation workforce cost and speed-to-scale.
Work closely with site selectors investors and corporate development teams.
Program Development & Execution
Design launch and oversee the strategic direction and performance of flagship programs such as manufacturing innovation hubs shared infrastructure pilot facilities workforce training centers and public-private consortia.
Oversee grant programs incentives and public funding strategies that de-risk private investment and accelerate deployment.
Establish monitor and report on multi-year performance measures including jobs created capital investment technologies commercialized companies reshored and workforce trained using insights to inform strategic adjustments.
Provide executive oversight of funding strategies including public funding grants incentives and alignment of private investment to support initiative priorities.
Workforce & Talent Development
Partner with research institutes employers universities workforce organizations and community colleges to shape talent strategies that align training programs with advanced manufacturing innovation needs.
Champion inclusive talent pipelines spanning scientists engineers data scientists and manufacturing leaders.
Serve as a member of the senior leadership team contributing to organizational strategy cross-initiative collaboration and external positioning.
Thought Leadership & Advocacy
Represent Indiana nationally and internationally as a thought leader in life sciences manufacturing and reshoring.
Engage policymakers to shape supportive regulatory infrastructure and funding environments.
Produce insights white papers and strategic recommendations to maintain Indianas leadership position.

QUALIFICATIONS:
12 years of leadership experience spanning life sciences advanced manufacturing economic development or innovation ecosystems.
Demonstrated success building and leading complex multi-stakeholder initiatives across public and private sectors.
Deep understanding of life sciences manufacturing supply chains and scale-up challenges.
Strong executive presence with the ability to influence CEOs academic leaders investors and government officials.
Proven strategic thinking paired with hands-on execution.
Preferred
Experience with biopharmaceutical or advanced therapeutics manufacturing.
Familiarity with federal funding programs (e.g. CHIPS-adjacent manufacturing initiatives BARDA NIH NSF DoD).
Track record of attracting major corporate investments or launching innovation hubs.
Existing national or global network within life sciences and manufacturing.
