Program Overview
The DOS ESDA Program supports the U.S. Department of State Global Acquisitions (GA) on a high visibility modernization initiative consolidating fragmented governance sourcing and platform support into a unified Integrated EDSA Governance & Shared Services Team. This program streamlines decision-making enhances transparency and accelerates technology delivery across ServiceNow SharePoint Power Platform and procurement analytics. Job Description:

The Strategic Sourcing & Category Lead oversees federal category management and strategic sourcing for GA driving spend analysis procurement planning and technology integration to support modernization and cost-saving initiatives. This role collaborates with PMO leadership and analytics teams to enhance sourcing strategies and deliver executive-level insights.

Key Responsibilities:

• Lead federal Category Management and strategic sourcing efforts across GA.
• Conduct GA-wide spend analysis to identify consolidation cost savings and Buy Smarter opportunities.
• Define and document data requirements for Power BI dashboards and analytics teams.
• Coordinate closely with PMO leadership on enterprise sourcing strategies and procurement planning.
• Support monthly/quarterly strategic reviews including sourcing opportunity presentations and savings projections.
• Partner with the Power BI/Data Specialist to build and validate the Spend Cube updated monthly with FPDS-NG and PRISM data.
• Provide sourcing recommendations and contribute to executive-level briefing materials.
• Serve as a key advisor to GA leadership on acquisition planning and market analysis.

Required:

• Federal strategic sourcing or category management experience.
• Ability to analyze large data sets and convert insights into recommendations.
• Strong understanding of federal procurement lifecycles.
• Experience collaborating with data/analytics teams.
• Strong communication skills for senior leadership engagement.

Preferred:

• Experience with FPDS-NG PRISM or federal spend analytics.
• Prior Department of State or federal acquisition program experience.
• Familiarity with Power BI requirements-gathering or dashboard validation.
