Basic Function
Oversees support of Process Control functions for refinery operations.
Job Duties
ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)
- Maintains ongoing awareness of the needs of the business for process control support in the run maintain and optimize arena. Assists in communicating priorities and reporting progress of assignments to the department and refinery leadership
- Works closely with team members and refinery leaders to establish and deliver on work commitments which advance the strategy and goals of Puget Sound Refinery both short and long term
- Maintains awareness of process control scope and engineering work performed by the process control group and provides regular updates to Department Manager and other stakeholders
- Supervises a team of Process Control and Advanced Process Control Engineers jointly establishing and progressing work delivery goals and career development goals with each team member
- Manages vendor and contractor relationships as required
- Works closely with the other supervisors within the PCIS department (instrumentation/automation OT systems and projects support) to ensure seamless delivery of department technical strategies company and industry engineering standards
- Provides discipline technical assurance for all work within their scope directly and through their reports consistent with site assurance process
- Serves as Reviewer/Approver for Control Systems Discipline Management of Change activities
- Enforces Maintains and Develops policies and procedures for routine change within the Control Systems Discipline including but not limited to Graphic updates Loop Tuning and Alarm Management
- Oversees efforts of their team to monitor and assure process control performance including such efforts as are required to provide for 24/7/365 production
- Directly supports process control needs of refinery in assigned areas and as required to accommodate team resource needs including team member vacations periods of increased load etc.
- Organizes and participates in shared off-hours on call rotation providing direct support or coordinating response from the process control and other PCIS discipline spaces as needed
Special assignments or tasks assigned to the employee by their supervisor as determined from time to time in their sole and complete discretion
Experience
A minimum of ten years engineering experience in a refinery or functionally similar environment is required with a minimum of five years experience in control systems engineering. Supervisory experience is not required but will be considered advantageous.
Education Level
A minimum of a Bachelors degree from an accredited institution is required (Chemical or Electrical Engineering preferred). Other engineering degrees may be considered with relevant experience.
Required Skills
Ability to lead and direct the work of others typically individual knowledge of commonly used engineering concepts and ability to apply this knowledge analytically and to stay abreast of new technology developments and processes is of Microsoft products and experience with engineering software. Advanced reading and writing skills the ability to perform complex mathematical calculations and the ability to communicate effectively with others both written and verbally are required.
Supervisory/Managerial Responsibility
Responsible for the supervision of a team of technical professionals. May be responsible for overseeing outside contract workers vendors and others on a temporary basis.
Work Conditions
Primarily office environment with occasional field-based work and up to 20% travel by land and air required. Petroleum refinery warehouse/plant environment out-of-doors environment including but not limited to chemicals pressure vessels tanks rotating/mechanical equipment electrical equipment computer equipment and working in confined spaces. Subject to all temperatures and varying weather conditions. Work outside of traditional daytime/weekday schedule will be required during some periods. Off-hours support on call will be required at times and this may require reporting to the facility off hours.
