Main Purpose of Job

The main purpose of this full-time position will be to learn to recruit health programmatic and operational professional paraprofessional and administrative resources for all vacant positions with the Maryland Department of Health.

This includes but is not limited to:
  • Learning to review applicants for minimum qualifications learning test construction (with input of hiring programs);
  • Learning applicant scoring;
  • Learning certified list construction;
  • Learning JobAps (online recruitment system);
  • Attending job fairs/networking events with senior staff online and print advertising and media planning; and
  • Participation in ongoing Departmental branding/marketing efforts.

This position will also learn to perform minimum qualification verifications for new MDH hires. Additionally this position will require some travel for training auditing interview panels or to perform other necessary duties.

Please Note: This position may be eligible for Hybrid Telework with supervisory approval.

MINIMUM QUALIFICATIONS

Experience:Four years of professional HR management workexperience in the areas of recruitment classification salary administration employee relations test development and validation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of therequired experience. Paraprofessional personnel work isdefined as work involving the application of public sectorpersonnel procedures policies rules andregulations tospecific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnel-related rules andpolicies preparing personnel-related reports conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiriesconcerning employment actions.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university for therequired experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience with JobAps
  • Experience with Microsoft Office and Google Suite

LICENSES REGISTRATIONS AND CERTIFICATIONS

in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
