Qualifications

Requires an advanced degree of JD (or international equivalent legal degree) and admission to relevant regulatory bar and/or active practicing certificate in at least one jurisdiction.

15 years of experience in senior in-house legal leadership roles with a significant focus on global regulatory compliance within a multinational organization.

Deep expertise in global regulatory frameworks enforcement risk and compliance program design across multiple jurisdictions including the US EU UK APAC and Middle East.

Proven experience leading complex cross-border compliance matters regulatory investigations and engagement with regulators.

Demonstrated ability to embed regulatory compliance into operational business planning and to build strong stakeholder alignment across executive leadership business locations and corporate functions.

Group General Counsel Regulatory Compliance

Role Location: Houston TX

General Purpose of Role

Provides enterprise-wide legal leadership to protect the organizations legal regulatory and ethical interests and to ensure operations are conducted in full compliance with applicable global laws and regulations. Acts as an advisor to executive management and the Board on regulatory risk compliance strategy and enforcement matters. Leads and oversees the global regulatory compliance function and legal department operations embedding a strong culture of integrity accountability and regulatory excellence across the organization. Identifies analyses and mitigates legal and regulatory risks; drafts and oversees key policies and frameworks; presents clear practical recommendations to senior leadership; and assures compliance across all jurisdictions in which the company operates. May manage and coordinate attorneys and compliance professionals across multiple legal and regulatory specializations.

This role provides enterprise-wide leadership for regulatory compliance across all regions business lines and projects including trade and sanctions anti-bribery and corruption competition/antitrust employment data protection and industry-specific regulatory regimes.

The Group General Counsel Regulatory Compliance serves as both a trusted legal advisor and strategic partner designing and implementing global compliance frameworks that anticipate regulatory change manage enforcement risk and support business growth. The role ensures that regulatory compliance is embedded into operational decision-making project execution and strategic planning while fostering a strong culture of ethics and accountability across Worleys global footprint.

Decision Making

Develops and oversees implementation of global regulatory compliance strategies programs and policies with material impact on the organizations risk profile and business outcomes. Exercises significant judgment in managing regulatory risk enforcement exposure and compliance trade-offs. Works frequently with executive management and the Board on matters influencing global strategy risk appetite and long-term sustainability.

Supervision Received

Operates with broad management authority and autonomy. Guided by general objectives policies and governance frameworks established by executive leadership and the Board. Performance is reviewed primarily for alignment with company strategy risk management objectives and ethical standards.

Supervision Authority

Leads a global team of legal compliance professionals through direct and indirect reporting lines. Responsible for the selection development performance management and remuneration of staff. Sets the compliance vision operating model and long-term capability roadmap for the organization.

Communication

Effectively communicates complex regulatory issues risk assessments and compliance strategies to executive management and the Board. Influences senior stakeholders through clear pragmatic advice. Demonstrates a collaborative participative leadership style and strong cultural intelligence in multi-national and multi-jurisdictional environments.

Systems Processes & Tools

Expert understanding of global compliance systems risk assessment methodologies investigations processes reporting mechanisms and regulatory monitoring tools. Leads the design implementation and continuous improvement of compliance frameworks systems and controls. Capable of teaching and mentoring others to elevate compliance maturity across the organization.

Leadership & Capability Building

Lead the global regulatory compliance strategy setting enterprise standards and governance frameworks across all regions and business lines. Manage and influence a global network of legal and compliance professionals responsible for regulatory ethics and compliance matters. Drive ongoing education and awareness of regulatory developments across the legal and broader business community fostering a proactive risk-aware and values-driven culture.

Regulatory Strategy & Governance

Design and maintain a comprehensive global compliance program covering key risk areas such as anti-bribery and corruption trade controls and sanctions competition/antitrust environmental and sustainability regulation employment and labor compliance and data protection. Monitor emerging regulatory trends and enforcement priorities advising leadership on implications for strategy operations and capital allocation.

Risk Management & Investigations

Oversee regulatory risk assessments compliance audits and internal investigations. Lead response to regulatory inquiries inspections and enforcement actions including coordination with external counsel and regulators. Advise on remediation strategies and continuous improvement following compliance incidents or near misses.

Business & Operational Enablement

Partner closely with business and operational leaders to integrate compliance requirements into project execution supply chain management joint ventures and third-party relationships. Provide pragmatic solutions-oriented legal guidance that enables compliant growth while managing regulatory and reputational risk. Support strategic transactions and expansions by assessing regulatory feasibility and compliance readiness across jurisdictions.
