Private Sector Partnerships Officer

Organizational Setting and Work Relationships
The Private Sector Partnerships Officer is a managerial position within a given Private Sector Partnerships (PSP) country or multi-country operation and is part of a larger PSP team expected to manage advise and support PSP markets in their respective area of responsibility (AOR). The PSP Officer will be supervised by the senior PSP staff in the country multi-country office or HQ. The PSP Officer is responsible for meeting the income targets within the given budget set by the senior PSP staff at HQ MCO levels.

The incumbent will prepare budget estimates for new markets in development as well as for existing markets in the AOR under the supervision and agreement of the supervisor. On this level the responsibilities correspond to a medium to large size AOR with steady markets and corresponding stable growth in income. The incumbent has staffing and fundraising activities under the supervision.

The PSP Officer is responsible for the development planning and implementation of the fundraising programs related to both Individual Giving (IG) and Private Partnerships and Philanthropy (PPH). The incumbent oversees the PSP fundraising communications functions as applicable.

Following guidance from the supervisor the incumbent will encourage and facilitate the engagement of senior UNHCR staff members in the AOR Bureau and in relevant Divisions and Entities in HQs to support PSP activities and addition the incumbent ensures that the PSP fundraising and related activities are well-integrated in the local context and fosters a solid working relationship with the country Representative and the Operation. The PSP Officer will develop and support actions aimed at strengthening the relationships and keeping UNHCR stakeholders aware of PSP activities.

The PSP Officer will contribute to the overall management of PSP activities in the respective location by managing PSP staff under supervision and administering the PSP office efficiently.

The position provides regular and timely information on developments in relation to administrative matters within the domain of its geographical area of responsibility to the supervisor. Subject to specific operational socio-economic or security developments in the AOR and in close alignment with the country Representative the incumbent will direct and guide the PSP team in taking appropriate course of action.

Duties
- Develop and implement a strategic plan for Private Sector Partnership in the market reflecting the country advocacy strategies and global PSP strategies.
- Ensure coordination with programme livelihoods durable solutions and other key UNHCR staff in the AOR as applicable to identify programme areas for PSP to support; collaborate to structure donor proposals and secure donations from PPH partners.
- If delegated manage and/or oversee the PSP budget in the AOR supervise PSP (UNHCR regular and affiliated staff) in order to ensure National Growth Fund (NGF) projects operate within approved budget.
- Contribute in the effective implementation of the Organizations global private sector fundraising strategy within the AoR.
- Oversee the development of an individual giving acquisition program which could include Face to Face Direct Mail print ad Digital or DRTV in addition to other methods determined to be appropriate.
- Oversee donor development supporter experience and donor care programs to increase donor retention and improve life-time value of donors in the AOR.
- In consultation with the supervisor provide advice on PSP investments (NGF) on the different fundraising channels bringing maximum return on investment to the Organization at minimum risk.
- Cultivate and maintain cordial relations with relevant corporate donors and media partners when it is related for fundraising in order to seek their increased financial and other types of support for UNHCR.
- Oversee the development and maintenance of a donor database in which financial supporters private information and donation history are saved.
- Oversee the development maintenance updating and enhancement of all the fundraising communication messages and materials for print and internet-based online outlets in order to maximize the loyalty of the donors for UNHCR.
- Provide regular and quarterly reports to the relevant internal recipients inside UNHCR (country regional and HQ level).
- Ensure the compliance with the relevant domestic law related to fundraising practice fundraising licencing and data protection.
- Manage PSP activities and staff in the AoR to ensure efficient fundraising operations meeting expected income growth targets.
- If delegated by the supervisor give approval to national and/or regional PSP implementation of activities within agreed budgets staffing plans and annual plans.
- Ensure the compliance with UNHCR corporate brand and its delivery for public engagement within the AoR and following PSP global guidelines.
- Coordinate and work closely with Representative(s) and Communications team to integrate plans as it relates to events public engagement initiatives campaigns communications and outreach.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

- Multiyear private sector fundraising experience in a not-for-profit organisation.
- Proven and successful multi-year track record in private sector partnerships (fundraising).
- Experience with developing and implementing private sector fundraising plans and budgets.
- Proven ability to meet fundraising targets and to negotiate and secure corporate and foundation partnerships for a monetary value of the one noted in the Operational Context.

UNHCRs Private Sector Partnerships (PSP) Service mobilizes resources influence and engagement from corporations foundations philanthropists and individual supporters across multiple income streams. UNHCR also works closely with National Partners (NAPs)independent non-governmental organizations operating under formal agreementsthat raise significant income for UNHCRs programmes.

To strengthen the support provided to NAPs and ensure coordinated market development PSP has established a dedicated function to help partners plan manage and monitor their fundraising growth. Within this structure the PSP Officer (NAP Market Development) supports the development coordination and implementation of market development plans across the full PSP portfolio.

The position reports to the P4 Head of NAP Market Development and works closely with PSP income stream teams NAP team Supporter Engagement Service Strategy & Operations and other HQ units within a matrix structure. It does not engage in governance-related matters.

The PSP Officer contributes to a team that supports National Partners in developing strengthening and executing their market development plans. The role requires a strong understanding of private-sector fundraising across income streams including acquisition cultivation retention donor value development and portfolio diversification.

The position acts as a coordination hub helping ensure NAP market strategies reflect PSP global priorities growth drivers and key performance expectations. The incumbent supports NAPs in translating high-level strategies into practical actionable annual plans budgets KPIs dashboards and performance monitoring systems.

Support National Partners in Market Development

Support NAPs in developing and refining comprehensive fundraising market development plans across all income streams ensuring alignment with PSP global strategies and good practice.

In close collaboration with HQ team support in the development of portfolio strategies including Individual Giving corporate foundations major donors digital fundraising and supporter engagement.

Support the creation of annual targets KPIs and forecasts that reflect both revenue growth and quality of income.

Performance Monitoring and Analysis

Support the review and analysis of market development plans budgets investment proposals and financial forecasts across the full portfolio.

Monitor monthly and quarterly results highlight variances and coordinate problem-solving efforts with relevant PSP HQ technical teams.

Contribute to the maintenance of performance dashboards and tracking tools that support NAPs in improving forecast accuracy and fundraising effectiveness.

Coordination and Cross-Functional Support

Facilitate coordinated support from relevant PSP HQ teamsincluding Individual Giving Corporate/Partnerships Major Donor Supporter Engagement Strategy & Operations Data/CRM Brand and Digital teams.

Ensure global technical guidance and income stream priorities are integrated into NAP market development plans.

Support the coordination of investment fund submissions follow-up and post-investment analysis.

Capacity Building and Knowledge Sharing

Contribute to training sessions clinics and peer exchanges that strengthen NAP capabilities across all income streams including IG acquisition/retention corporate prospecting donor cultivation digital optimization and financial analysis.

Support the development of guidance materials planning templates analytical tools and documentation of best practices.

Compliance and Quality Assurance

Support NAP adherence to partnership agreements branding guidelines due diligence processes and ethical fundraising standards across all income streams.

Promote sustainable growth and donor-centric practices across the portfolio.
