Duties and Responsibilities

  1. **Assists with the procurement cycle including the preparation of invitation for bids requests for proposals and basic evaluation of offers.
  2. ** Supports the contracting cycle including award of contracts monitoring vendor performance and processing contract closeouts.
  3. ** Ensures all actions comply with procurement policies and procedures and purchasing and contracting requirements.
  4. **Maintains awareness of applicable local state and federal laws and rules regarding acquisitions.
  5. Assists with coordinating and conducting training for University personnel regarding electronic procurement systems.
  6. **Provides information regarding standard policies and procedures to administrators faculty and staff.
  7. **Prepares written reports procurement analysis and other materials as requested by management.
  8. **Participates in and provides supporting documentation for audits of procurement and contract files.
  9. **Assists in resolving operational and administrative tasks in accordance with current policies and directives.
  10. Informs supervisor of the progress of assigned tasks and any anticipated issues.
  11. Other duties as assigned

Minimum Qualifications

  1. Possession of a baccalaureate degree in Economics Business Public Administration Accounting Finance Legal Studies IT Management Industrial/Systems Engineering Operations Management Data Analytics Social Sciences Project Management Acquisitions Logistics or Supply Chain Management or related field and 1 year of progressively responsible professional experience with responsibilities for procurement contract or purchasing administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Functional knowledge of principles practices and techniques in the area of procurement contract or purchasing administration demonstrated by knowledge understanding and ability to apply concepts terminology.
  3. Functional knowledge and understanding of principles theories federal and state laws rules regulations and systems associated with procurement contract or purchasing administration.
  4. Demonstrated ability to recognize problems identify possible causes and resolve the full range problems that commonly occur in the area of procurement contract or purchasing administration.
  5. Demonstrated ability to understand oral and written documentation write reports and procedures and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software and Microsoft Office Suite (including Word Excel and Access Database).

Desirable Qualifications

  1. Experience in procurement or related business activities.
  2. Possession of a professional procurement certification (e.g. CPPB CPPO)
  3. Experience working in an electronic procurement system or project management environment as OnBase HIePRO or KFS Accounting System.
