Senior IT Assistant

Organizational Setting and Work Relationships
The Senior IT Assistant will work under the direct supervision of a Senior Officer and the technical supervision of an IT Officer at Sub/Branch/Multi-Country office level. The incumbent may play a supervisory role in overlooking the day-to-day activities of the Telecom Operators in the offices in the area of coverage. S/he has working relationships with UNHCR staff members in the office and other offices within the country of assignment as well as with staff of UN agencies and other UNHCR partners within the area of responsibility (AOR) to exchange information and to provide assistance.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.


Duties
- Assist the office in implementing set standards for applications that meets the needs of the users and supports the overall Information and Communication Technology.
- Monitor and maintain the LAN Network Servers Routers Printers LAN Points Switches Patch panels Access points HF and VHF bases HF and VHF relay stations Satellite Modem to prevent faults occurring.
- Carry out missions for new installations and routine maintenance tours of ICT equipment.
- Ensure that ICT problem recovery is done as quickly as possible and make regular system back-ups.
- Assist with the installation of the software packages basic repair/maintenance of computer hardware HF and VHF equipment.
- Train UNHCR staff on email system utilization of VHF handhelds telephone system.
- Add and remove users from the Networks.
- Maintain the inventory of ICT equipment and keep track of movements of ICT equipment.
- Draft mails and memoranda on ICT matters.
- Assist in the drafting of technical documentation on radio equipment operating procedures
- Certify invoices and delivery notes and pass for payment.
- Evaluate needs for upgrading and eventually replacing ICT equipment in the field to meet with UNHCR standards.
- Select the most efficient and economic means for the transmission of messages taking into consideration the nature and priority of communications to be transmitted.
- Carry out administrative duties within the area of competence as assigned.
- To decide on appropriate resolution to incidents.
- Escalating incidents where they cannot be resolved at the office level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

The ideal candidate brings strong hands on experience in modern ICT operations preferably within complex multicultural humanitarian or international environments. They must quickly understand SAMCOs context and provide fast high quality support to all units including Senior Management. They should be proficient in UNHCRs 2026 digital workplaceadvanced endpoint management cybersecurity enforcement hybrid collaboration tools and cloud based systems. They will draft clear procedures support digital adoption and guide staff in effective ICT use.

The role requires strong communication skills a customer service mindset and the ability to support users of varied technical levels while fostering a respectful collaborative atmosphere. The candidate must demonstrate proactive problem solving strong organization early identification of ICT risks and effective stakeholder engagement escalating critical issues promptly.

Additional requirements include ICT inventory and lifecycle management vendor coordination and support for ICT planning and budgeting. Knowledge of UNHCR data management tools processes compliance standards and information management is highly desirable

The general situation in Southern Africa remains. The region is in the process of operationalizing the Global Compact on Refugees with a focus on applying comprehensive refugee responses through a regional approach. However increasing movements of asylum seekers from other parts of Africa and Asia continue to raise concerns among authorities leading to challenges in access to territory and asylum procedures in several countries. This has resulted in significant backlogs in refugee status determination (RSD) compounded by mixed migratory flows. Meanwhile the Indian Ocean States do not have established asylum systems due to their non-accession to the 1951 Refugee Convention. UNHCR is promoting accession to international and regional refugee instruments in these countries while also enhancing efforts to find comprehensive solutions that ease pressure on host nations.

The Senior IT Assistant provides ICT support to the SAMCO (South Africa Multi-Country Office responsible for 9 countries) operation. The incumbent will be under the direct supervision of the Admin Officer. The incumbent ensures that offices within their respective area of responsibility have adequate IT Services to maintain communications across the organization and have the IT tools necessary to support their work. S/he ensures coordination and compliance with UNHCR global ICT policies and rules with particular emphasis on cybersecurity with the technical guidance provided at the Regional Bureau level. Given the complex nature of the working environment and austerity measures being in place it is essential to ensure effective and efficient resource management uphold value-for-money principles and deliver highquality services to support the operation. The position calls for pro-active engagement with internal and external stakeholders in identifying risks and potential issues and providing recommendations on appropriate solutions as well as bringing any major issues to senior managements attention on a timely manner. Travel within the area of operation is an integral part of this function.
