Chief of Operations and Investments Management Section

Organizational Setting and Work Relationships

The Private Sector Partnerships (PSP) Service operates a broad global network of regional offices country operations and National Partners across multiple regions. PSPs primary goal is to maximize longterm net income for UNHCR with a strong focus on sustainable revenue growth. Managing a substantial annual budget PSPs ambitious objectives require robust operational support to ensure that fundraising activities are delivered efficiently transparently and in full compliance with UNHCRs rules and regulations.

The Operations and Investments Section (OIMS) provides the governance operational and financial backbone of PSPs business model ensuring that private sector income is managed with integrity transparency and sustainability. As the subjectmatter authority for financial management planning procurement and performance reporting OIMS enables evidencebased decisionmaking and supports PSPs Global Leadership Team and network. The Section also houses core risk control and systems functions such as Due Diligence Salesforce and Data Solutions and Engineering to ensure appropriate segregation of duties robust risk and reputational safeguards highquality management information and strong alignment between fundraising activity financial stewardship and results delivery across the global PSP network.

The incumbent is one of the senior managers supporting the PSP Head of Service at HQ in Copenhagen in addition to the regional managers in PSP. S/he will lead and coordinate the work of the Operations and Investments Management Section encompassing Global Operations/Programme Business Management Procurement Support Salesforce Global Analysis & Insights Data Solutions and Engineering and Due Diligence teams in Copenhagen Denmark.

As Chief of Section the incumbent is responsible for proactively engaging with all key internal stakeholders regarding budgetary financial operational and programme matters ensuring strong coordination between PSP and the wider organisation. Furthermore the Chief is expected to promote and ensure effective collaboration between the organisation and the section teams of SalesForce Data Solutions and Engineering and Global Analysis that have a functional role to play within and outside of PSP.

Duties

Overall management

  • Manage and supervise the PSP Programme Finance and Income Recording teams along with Business Management Procurement Support Salesforce Global Analysis & Insights Data Solutions and Engineering and Due Diligence Units within the Section.

  • Support the Head of Service in managing the over-all PSP annual budget for Headquarters Regions operations and National Partners; Provide oversight and coordination of partner expenditures ensuring timely and accurate income and expenditure reporting; guide administrative and finance staff on appropriate and timely income recording and proactively escalate critical risks or compliance concerns to higher levels.

  • The incumbent is responsible to coordinate budget finance income recording and strategic sourcing (procurement) with the Regional Bureaux and the PSP Regional Managers who are responsible for leading regional fundraising activities.

  • At HQ level the incumbent is responsible for the coordination with DER and DRM regarding PSP budget planning OL allocation within the Service and reporting.

  • Provide functional management of staff with duties related to the Section in the Regional teams and in PSP HQ Sections.

  • Support the Head of PSP Chiefs of Section and Regional Managers to implement the PSP strategy in the national and regional fundraising plans by providing functional management and guidance to staff in the Regions.

  • Work closely with the Regional Managers on maintaining overall harmony within the PSP Network and identify opportunities for improving workflow workspace and working environment.

  • Any other management-related duties as assigned by the PSP Head of Service.

PSP Budget and Operations Management

  • Oversee planning and budget processes and effective use of the financial system.

  • Oversee and guide integrated PSP budget management and reporting to the PSP Senior Management and Director of DER.

  • Provide advice to PSP Senior Management regarding the application of financial policies and procedures and when necessary coordinate with the Office of the Controller as applicable regarding the interpretation of such policies and procedures.

  • Advise PSP Senior Management and the Director of DER on income growth potential and investment opportunities in existing and new markets.

  • Develop required management systems to ensure efficient management of key projects smooth workflow earmarking of funds and corrective action in the light of any underperformance.

  • Execute an appropriate mechanism for reviewing Private Sector Partnerships investments to ensure the reliability of figures and information provided with the funding.

  • Ensure the coordination of the Services annual detailed financial planning providing analysis of past performance and forecast in relation to the strategic directions and planned activities reviewing and ensuring the quality coherence consistency and completeness of investment submissions by the Sections and making proposals to the Head of Service for submission to the PSP Advisory Board.

  • Manage and coordinate PSP Budget submissions in close collaboration with DER and GBRA to the Annual Planning & Resource Allocation Unit as the Board Secretariat.

  • Advise senior management on risk events identify risk treatments and their respective treatment owners under PSPs Risk Register.

  • Coordinate review and endorse responses to audit queries from internal audits and ensure the implementation of accounting audit recommendations.

  • Maintain a culture of cost efficiency and process optimization across the network in both fundraising and support functions.

Finance and Income Recording Management

  • Ensure monthly and yearly closing of PSP accounts as well as any other periodic accounting-related processes are executed in a timely and accurate manner.

  • Ensure the maintenance and on-going validity of the Delegation of Authority and Role Provisioning (DOARP) .

  • In coordination with DFAMs Change Management and Field Support Section and the Global Learning and Development Centre identify and provide training on accounting matters and recommend or develop training modules as necessary aiming at the development of financial management skills of PSP workforce.

  • Ensure that payments made are timely and accurately and all month-end and year-end cut-off processes are implemented in line with relevant guidance.

  • Supervise the preparation of PSP reports and monitoring expenditures with respect to approved budgets and work plans.

  • Ensure that local bank account administration and associated cash management functions are performed in adherence to financial guidelines.

  • Review and certify vouchers including ABOD and project disbursements.

  • Perform project control functions for both directly and indirectly implemented activities in the absence of a dedicated project control position.

Strategic Sourcing Management

  • Lead the implementation of processes and procedures to improve and strengthen internal controls in line with UNHCR rules and regulations.

  • Oversee all procurement processes to ensure compliance with UNHCR regulations rules and procedures.

  • Design and continuously improve procurement planning tools and procedures to be used by UNHCR and partner Organizations.

  • Define and oversee PSPs strategic procurement planning framework to optimize value for money monitor forecasted versus actual requirements and ensure systematic integration of sustainability environmental and climate priorities.

  • Ensure the development coherence and effectiveness of procurement and supply chain strategies for critical commodities and services safeguarding organizational readiness and capacity to respond to emergencies.

  • Make recommendations to improve contract clauses and processes to ensure the best delivery and service terms.

  • Coordinate manage and support the procurement process to ensure timely cost-effective and adequate delivery of goods and services to support operational needs.

  • Whenever required advise relevant Committee on Contracts in conformity with UN/UNHCR Financial Rules and Regulations on PSP specific services.

  • Coordinate the work of the procurement function to achieve operational objectives in a timely and cost-effective manner. Ensure the effective and efficient use of financial and material resources within the rules and procedures of UNHCR.

  • Advise operations on vendor procurement to include qualification and selection processes and requirements.

Due Diligence Management

  • Provide strategic advisory recommendations on ethical and risk management issues including corporate engagements philanthropy and sector-specific opportunities to inform organizational decision-making

  • Ensure oversight of global Due Diligence activities ensuring consistency across screening reports and partnership proposal approvals compliance and robust private sector risk management across UNHCR operations.

  • Represent UNHCR in interagency coordination mechanisms and external forums advocating for coherent private sector risk management business intelligence and due diligence practices.

  • Manage partnerships with other UN agencies private sector organizations and external experts to strengthen UNHCRs Due Diligence ESG and CSR intelligence and risk assessment methodologies and tools.

  • Report on regional and global trends Environmental Social Governance (ESG) and Corporate Social Responsibility (CSR) findings organizational compliance and the outcomes of Due Diligence and Risk Assessment processes.

Salesforce and Global Analysis & Insights

  • Manage the development of a vision for PSP market implementation of the digital ecosystem including Salesforce and ensuring the integration of digital tools (payment gateways automated email marketing analytics CMS etc).

  • Ensure that global objectives and local fundraising market goals are aligned for the development and implementation of Salesforce and integrated features and services through strong business analysis market engagement and change management.

  • Oversee the delivery of PSP data strategy including analysis of donor base to produce audience insights that can be used for engagement and retention life-time value analysis and other key Individual Giving metrics.

  • Lead the development or refinement of methodologies and standards for analysing fundraising performance including approaches for monitoring evaluating forecasting and reporting on marketlevel and global income trends donor behaviour and the effectiveness of fundraising strategies.

Data Solutions and Engineering

  • Guide the Systems team in the planning and execution of core D360 activities including the annual refresh cycle and expanded market coverage ensuring alignment with organizational needs and market demands.

  • Enable coherent technical and operational integration across systems such as CERP Synergy Salesforce and upcoming migrations to Power Apps enabling seamless data flows and consistent application architecture.

  • Provide leadership in unifying and enhancing key PSP web applications to improve usability efficiency and strategic reporting across HQ regions and operations.

  • Maintain the vision for updates and maintenance of financial models investment reporting Power BI dashboards and data integrity mechanisms to ensure highquality analytics and decisionmaking tools for PSP leadership.

  • Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate as needed. If a Risk Owner designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year as needed.

Essential

Previous relevant work experience with major fundraising organisations and/or with humanitarian agencies is required. Significant experience in an international context directly relevant to the position including substantive exposure to financial reporting procurement of services and consultancies budget planning and fundraising. Candidates should demonstrate expertise that goes beyond theoretical and technical knowledge supported by practical applied experience. Deep experience in leading teams are required with demonstrated ability to provide long-term vision and strategic direction. A strong understanding of and demonstrated skills in developing analysing and presenting effective management information related to fundraising performance and financial and budgetary data is essential.

Desired Candidate Profile

The incumbent must possess excellent communication and leadership skills which will enable him/her to manage and coordinate the work of the Fundraising Support Section.

The incumbent is one of the senior P5 managers supporting the PSP Head of Service at Headquarters working in close coordination with the Regional Managers across the global PSP network. S/he leads the Operations and Investments Management Section (OIMS) which brings together PSPs core operational financial procurement analytical systems and due diligence functions. This includes teams responsible for global operational support financial and business management procurement guidance Salesforce and the digital ecosystem data solutions and engineering global analysis and insights and private sector due diligence.

The Chief operates in an environment where PSPs ability to grow income and manage risk depends on strong governance robust financial oversight and consistent operational practices across a diverse network of markets partners and regional offices. The incumbent therefore engages closely with senior counterparts across DER DFAM DSPR Regional Bureaux and procurement authorities to ensure coherence in budget planning income forecasting procurement processes and risk management frameworks.
