POSITION PURPOSE:
Coordinates work performed by a Preschool Referral and Assessment Team and serves as a Local Education Agency (LEA) representative in Preschool Special Education meetings.
MINIMUM QUALIFICATIONS:
KNOWLEDGE SKILLS AND ABILITIES (KSAs)
- Extensive knowledge of federal state and local compliance regulations;
- Extensive knowledge of eligibility requirements for preschool special education services;
- Considerable knowledge of Microsoft Office specifically Microsoft Word Excel and Power Point; Google Apps;
- Considerable knowledge of preschool assessment/evaluation and the development of young children;
- Knowledge of Every Child Accountability & Tracking System (ECATS);
- Demonstrated leadership and team building skills;
- Strong interpersonal relationship and customer service skills;
- Ability to independently resolve problems;
- Ability to organize information from multiple sources;
- Ability to handle confidential material;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information collaborative efforts and feedback;
- Ability to establish and maintain effective working relationships with school system staff staff members of external funding agencies parents and the community.
EDUCATION TRAINING AND EXPERIENCE
- Bachelors degree in Special Education or closely related field;
- Five years of successful pre-kindergarten teaching experience;
- Experience with the referral to placement process in determining eligibility for special education;
- Experience with varying cultural and social economic backgrounds;
- Experience with Transdisciplinary Play-Based Assessment.
CERTIFICATION AND LICENSE REQUIREMENTS
- Hold or be eligible for North Carolina Professional Educators License in area of Special Education or related field;
- Hold and maintain a valid drivers license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
- Masters degree in Special Education or related service field;
- Birth-Kindergarten North Carolina Professional Educators License.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Serves as team leader for a Preschool Special Education Assessment Team
- Schedules and conducts weekly team meetings and other team related meetings as needed.
- Reviews referral information and collaborates with parents and referring agencies to obtain any additional information which is required.
- Serves as a LEA representative in meetings for children on the teams caseload and other children going through the referral process.
- Ensures procedural guidelines are followed and that parents are informed of their rights.
- Informs multidisciplinary team of new referrals and present pertinent referral information.
- Maintains communications with parents during the referral/evaluation process securing interpreters as needed to conduct phone calls and meetings.
- Maintains caseload information (files ECATS OASIS log) and provides data upon request striving to meet compliance as stated in Federal Indicators.
- Coordinates and schedules referrals evaluations eligibility and initial IEP meetings ensuring all details for meetings (paperwork and needed team members) are in order.
- Performs other related duties as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers scanners and copiers. The position at times must be able to come into direct contact with school system staff students parents external funding agencies and the community. Work is considered light physical work requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment.
