COUNTRY CONTEXT:

The World Food Programme (WFP) is the United Nations agency that fights hunger and malnutrition around the world. The WFPs vision is centered on a world in which every man woman girl and boy has access at all times to the food necessary to lead an active and healthy life in order to achieve the Zero Hunger Sustainable Development Goal (SDG 2) as well as promoting a global partnership to ensure the sustainability of the populations well-being (SDG 17).

The WFP in Peru through its 2023-2027 Country Strategic Plan promotes and strengthens compliance with public policies through advocacy training promotion communication and research. This strategy strengthens the human resource capacities of national and subnational institutions as well as grassroots organizations in their respective roles to manage food security and food systems policies and programs primarily.

JOB PURPOSE:

The incumbent will be required to provide quality budget and programming functions while also overseeing and guiding finance administration TEC supply chain and cross functional support ensuring compliance with corporate rules and regulations.

The candidate should possess a strong knowledge of WFP systems and procedures but also experience in programme design and implementation. The position requires strong flexibility including in adapting to the role of WFP as an enabler and willingness and ability to cover multiple functions and provide guidance to staff with less WFP experience. The candidate must be able to utilize a strong WFP background to help the office adapt and ground our organization strengths and capacities into national systems. Given the nature of the offices work which focuses in capacity strengthening it is critical that the candidate be solutions oriented identifying ways in which to make WFP corporate systems and requirements work with a primary focus on coaching and developing staff capacities.

The post will also serve as officer in charge in the absence of the Country Director. While the day-to-day work of the office is focused on country capacity strengthening and CBT the position may be required to deploy to emergencies within the country if the need arise.

KEY ACCOUNTABILITIES (not all-inclusive within delegated authority):

  • Play a key role in development and implementation of country strategy policies and plans aligned with regional WFP and wider UN strategy policies and processes.
  • Under the delegated authority hold accountability for the effective management of all WFP operations and resources within the country. Provide coaching and support to Field Offices and functional units to enable effective performance.
  • Provide effective leadership to a Country Office to ensure the continued development of a cohesive and high performing country team.
  • Play a key role in building cohesive and collaborative cross-functional relationships to ensureuniform approach to WFPs programme deli ery.
  • Hold accountability for comprehensive and accurate reports on country situations andperformance for both internal and external audiences to provide required donor information and to inform strategic directions operational planning and decisions.
  • Develop productive relationships with partners and donors at a sub-regional and national level to enable the effective positioning of WFP to meet country and regional goals.
  • Support the Country Director in planning and implementation of CO work plan including the implementation and evaluation of audit and compliance recommendations.
  • Engage with local authorities and beneficiaries to ensure compliance with WFP policies and that progress is made in the achievement of objectives.
  • Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.

OTHER SPECIFIC JOB REQUIREMENTS:

The position will oversee enabling services including budget and programming finance administration IT procurement and Logistics. Emphasis is placed on the BPO functions and overseeing Finance Administration and ensuring compliance with corporate rules and regulations. These responsibilities will include but are not limited to:

  • Participate in the formulation and implementation of plans policies and procedures for budget programming activities ensuring objectives are achieved in compliance with corporate regional and functional strategies. This includes donor proposal budget formulation and reporting (particularly on grant relevant contributions) tracking fund utilisation and providing financial analysis managing resource pipeline and other related activities.
  • Support the corporate finance and resource management strategies and propose innovative financial solutions through contributing to the development of strategically aligned policies and participating in key programmatic initiatives and embedding value for money in these initiatives through advice on financial assessment reporting and accounting.
  • Manage and coordinate administrative services and supply chain functions.
  • Support inter-agency coordination efforts across and participate in relevant cross functional forums UN Country Teams ensuring adequate positioning of WFPs work as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has supported the development of smaller less complex aspects of Country strategy Division Strategy and/or Operations planning.
  • Has managed numerous WFP programmes and operations in contexts that are moderate in complexity in both emergency and developmental.
  • Has supported the development and implementation of internal controls and exercising delegation of authority in alignment with organization wide internal control procedures.
  • Has gained management/ supervisory experience in directing smaller teams in field postings
  • Financial resource management and security management experience.
  • Has experience in less complex and ambiguous advocacy and communication with beneficiaries and communities.
  • Has been the primary focal point for relationships with partners and donors.
  • Has experience in delivery of a standard emergency-oriented operation preferably in hardship duty station.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

  • Advanced University degree in Economics International Development or Social Sciences or other relevant field or First University degree with additional years of related work experience and/or training/courses.

Language:

  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
