In India PATH outlines its goal of providing all Indians with equitable access to high-quality primary healthcare for the most common communicable non-communicable and occupational diseases as well as for reproductive maternal child and adolescent health issues. To make long-lasting changes to health systems PATH collaborates with the governments of numerous states non-profits the commercial sector regulatory agencies and international organizations.

Project Specifications

PATH in collaboration with the Ministry of Health and Family Welfare (MoHFW) is implementing a project to strengthen supply chain management across multiple states. The project drives the digitization of supply chain processes enhance the functionality and reach of the Logistics Management Information System (LMIS) and development of dynamic dashboards. Additionally it supports innovative last-mile delivery solutions optimizes drug warehouse operations and builds the capacity of the health workforce in supply chain management aiming to establish a sustainable and resilient supply chain system.

The Consultant will provideExternal Consultant services to support the implementation of the supply chain strengthening project inMeghalaya. The consultant will work closely with DHS (Directorate of Health Services) NHM (National Health Mission) and MMDSL (Meghalayan Medical Drugs and Services Limited) and state stakeholders to provide strategic guidance technical assistance and hands-on implementation support on supply chain strengthening activities in the state.

Scope of Services

  • Provide comprehensive technical support to the Directorate of Health Services (DHS) National Health Mission (NHM) and Meghalaya Medical Drugs & Services Limited (MMDSL) to strengthen the public health supply chain in alignment with the Meghalaya SCM Strengthening Roadmap. This will include improvements in procurement quality assurance warehousing inventory management LMIS utilization facility-level indenting and last-mile delivery systems.
  • Inception Report -Develop and submit an Inception Report outlining the detailed work plan for March 2026 to July 2026 aligned with the approved Action Plan and thematic priority areas.
  • Support MMDSL in designing and operationalizing a KPI-based dashboard and strengthening the utilization of LMIS web and mobile applications across all facility levels.
  • Assist MMDSL in enhancing quality assurance mechanisms to ensure the availability of quality-assured drugs at last-mile facilities.
  • Develop ready reckoners job aids IEC materials and video tutorials covering key components of supply chain management to standardize processes and improve capacity.
  • Support MMDSL in strengthening procurement systems including process optimization and barcode implementation for improved traceability and inventory control.
  • Support DHS in strengthening facility-level indenting processes and ensuring timely and accurate issue entry in LMIS.
  • In close coordination with DHS and MMDSL design and implement a structured capacity-building plan for state district and facility-level supply chain personnel focusing on core SCM functions and effective LMIS utilization.
  • Conduct supportive supervision visits to provide on-the-job training mentoring and handholding support to supply chain personnel at various levels.
  • Document and disseminate lessons learned and best practices including: case study success story and process documentation report from the project intervention areas in Meghalaya
  • Support DHS and MMDSL in institutionalizing supply chain governance mechanisms including the formation/strengthening of a Supply Chain Management Team (SCMT) and establishment of a Center of Excellence (CoE) for supply chain management.
  • Prepare a comprehensive Final Consolidated Technical Report summarizing interventions undertaken achievements lessons learned field insights recommendations and a sustainability roadmap.
