The Financial Crime Compliance Manager acts as a trusted advisor on financial crime matters including anti-money laundering (AML) counter-terrorist financing (CTF) sanctions anti-bribery and corruption (ABC) and fraud. The incumbent manages the escalation and resolution of complex or high-risk financial crime cases serving as the central point for advisory and addition by proactively identifying risks and advising on best practices. The role supports ongoing enhancement of the financial crime compliance program system and process enhancements as well as regular management information reporting.
Key Responsibilities
Policy & Procedures
Implement maintain and enhance financial crime compliance policies and procedures ensuring alignment with regulatory requirements Group standards and industry best practices.
Regularly review and update documentation to reflect changes in laws regulations and risk environment.
Client Due Diligence/Enhanced Due Diligence
Oversee the execution of CDD and EDD processes for new and existing clients ensuring thorough risk assessment and compliance with internal standards and regulatory requirements
Provide guidance on complex and high-risk cases and support business units in managing high-risk relationships.
Name Screening and Transactions Monitoring
Manage the design implementation and ongoing optimization of transaction monitoring and name screening systems.
Review alerts and potential matches ensuring timely escalation and resolution of suspicious activities.
Investigation & Case Management
Lead investigations into suspected financial crime incidents or fraud incidents coordinating with relevant stakeholders to ensure comprehensive analysis and documentation.
Manage the escalation process for high-risk or complex cases ensuring appropriate actions including but not limited to internal and external reporting are taken and records maintained.
Business Advisory
Serve as the primary point of contact for financial crime compliance advice supporting business units with risk assessments product reviews and control enhancements.
Advise on new business initiatives ensuring financial crime risks are identified and mitigated.
Training and Awareness
Develop and deliver training to staff for enhancing awareness of financial crime risks policies and procedures.
Support the rollout of targeted campaigns to raise awareness on red flags and reporting obligations.
Regulatory Engagement and Reporting
Liaise with regulatory bodies and law enforcement agencies on financial crime matters ensuring timely and accurate reporting of suspicious activities and regulatory submissions.
Prepare and submit required reports maintaining strong relationships with internal and external stakeholders.
Bachelors degree in Law Risk Business or a related field.
68 years of experience in financial crime compliance preferably within insurance or financial services.
Strong working knowledge of Hong Kong AML/CFT regulations
Experience working with distribution channels such as agents brokers and partnerships is preferrable.
Practical knowledge of CDD/EDD name screening and transaction monitoring.
Professional certifications (e.g. CAMS ICA CFE) are advantageous.
Strong interpersonal stakeholder management and analytical skills.
Objective-driven and results oriented. Able to work independently and together with business units under pressure.
Possess active listening skills.
Good command of spoken and written English and Chinese.
Experience in the insurance sector is highly preferred.
