LEAD ENGINEER- ELECTRIC TRANSMISSION CLOSEOUT & DESIGN REVIEW

Role Overview: The Lead Engineer must be capable of leading a team of junior engineers responsible for reviewing and approving post-construction closeout packages for electric transmission work. This role owns the teams review quality trains and coaches junior staff and handles the more complex technical reviews and escalations. This is an office-based role; routine on-site work is not required. General Order 95 familiarity is helpful and the right candidate can learn the details of the job.
Key Responsibilities
- Team Leadership & Operations
- Manage a team of junior engineers day-to-day responsibilities and allocate work to hit daily and weekly review goals.
- Contribute to a team environment that encourages collaboration ongoing feedback and participation.
- Build and maintain review checklists by task type (inspections GO95 mitigation
reframe/reconductor insulators/switches idle facilities removal encroachments). - Conduct weekly 1:1 check-in with direct reports and provide coaching on technical judgment and written review quality.
- Review associate engineers work products and approve higher-risk decisions or escalations.
- Identify recurring defects (missing evidence weak as-builts unclear inspection closeout) and
recommend process improvements to reduce resubmittals and cycle time.
- Engineering Review & Approval
- Review and approve complex post-construction packages that require higher technical judgment and tighter documentation.
- Lead escalation reviews tied to General Order 95 concepts that come up in closeout work including:
- Rule 18 (how findings and corrective actions get documented and closed)
- Rule 31.2 (inspection program expectations at a practical level)
- Rule 31.6 (idle/abandoned facility removal expectations)
- Rules 3739 (clearance and conflict basics used to screen closeout packets and escalations)
- For tower-line closeouts support escalations using GO-95 Section VI (Rules 6061) at a review level.
- Review design-related closeout artifacts when needed such as clearance documentation stringing/sag-tension inputs and structure-related documentation.
- Evaluate deviations from standards and support formal change processes with documented rationale and impacts.
- Stakeholder & Client Support
- Coordinate with project managers construction support inspection teams and client stakeholders to resolve open items and align on closeout expectations.
- Plan agendas and lead meetings for complex item resolution and recurring issue reduction.
- Organize and deliver concise technical summaries for leadership.
- Documentation & Compliance
- Maintain a practical understanding of the minimum evidence required to approve closeout work including photo packages inspection reports redlines/as-builts and test/inspection records.
- Maintain an audit-ready decision trail: what was reviewed what was approved what was rejected and why.
- Update templates checklists and internal guidance documents on a quarterly basis.
Required Qualifications
- Degree in engineering or other technical discipline preferred; equivalent experience considered.
- 4 years of experience in transmission engineering support closeout/QA inspection support
construction engineering support or a similar technical documentation role. - Prior people leadership experience required.
- Familiarity with General Order 95 is helpful; strong ability to learn and apply specific rules to
closeout decisions is required. - Proficiency in MS Excel Word and PDF markup tools; comfort working in document management systems.
- Strong written and verbal communication skills; able to provide clear actionable review
- Ability to work collaboratively with cross-functional teams both internally and externally.
- Strong ethics influence leadership and interpersonal skills.
