POSITION CONCEPT
The supervisor of combustion turbines is responsible for assisting in preparation of field installation subcontracted packages; safely direction of subcontractors work using a ZERO accident philosophy; monitoring daily work activities to assure subcontractors are supporting the overall project schedule. Additionally the supervisor will review the project design to identify any potential changes and work with contract personal to review and approve any contract change notices. The Supervisor will ensure the quality of all work performed and identify construction critical items that may have potential of impacting the work schedule. The supervisor will monitor the project for work rule compliance.
PRIMARY DUTIES AND RESPONSIBILITIES
1. Monitors and controls contractors awarded work and ensures it is conducted safely in a cost-effective manner and are environmentally compliant. Ensures scope of work are planned on schedule within budget and that the quality of work is performed correctly per the baselined resource loaded schedule. Works diligently to identify critical items that may impact the project work schedule. Reviews contractor daily progress and critical path activities through regular scheduled meetings. Responsible for planning and establishing project schedules and following up on actual performance and productivity against estimates.
2. Reviews project designs task maintenance/outage scopes and evaluates all task for constructability. Identifies and evaluates for any potential project changes/roadblocks well in advance of conducting task. Reviews scope changes with management and contracts department and ensures proper approvals for any change notice prior contractor being approved to conduct any extra work.
3. Receives workorders or project request estimates plans out task or projects develops scopes of work statements and field installation subcontract packages makes purchases for engineered products non-engineered products and consumables to aide in preparation of field installation subcontract packages.
4. Support Outage & Project Management efforts to bid evaluates bids and awards (BOP) turbine generator and auxiliary assets Mechanical/Electrical and Instrumentation contracted work.
5. Liaison between contractors and engineering department station management and O & PM team members. Assigns duties and responsibilities to contractors and subcontractors and follows all work progress on assigned projects.
6. Inspects ongoing work activities to confirm contractor performance in compliance to project plans meets specifications requirements QA/QC and FME plans including monitoring/enforcing compliance to all contracted work assigned work orders and regulatory requirements.
7. Coordinates all (BOP) turbine generator and auxiliary support equipment asset scopes from project initiation request during all planning/estimating and execution phase activities monitoring and controlling activities for safety environmental compliance scope schedule cost and quality control till project completion commission turnover to operations including close out of all project task and reports. Coordinates with multiple contractors and reduces conflicts and bottlenecks delays to ensure all contractors activities meet their schedule objectives.
8. Key participant on disciplined integrated teams for various types of knowledge capture opportunities long term planning scope developments estimating budgeting inspections walkdowns safety audits housekeeping audits environmental audits procedure development and system/equipment walkdowns prior to task completion and prior to turnovers to operations.
9. Maintains project related documentation. Responsible for gathering reviewing and submitting to engineering all field data sheets verify all requested and attended inspections clean and closures and verifications at identified hold points. Evaluates manpower needs. Maintain tracking logs for purchasing receiving materials and leasing equipment. Responsible for reviewing daily time sheets for accuracy. Review contractors submitted contractor daily/weekly /monthly reports and shift turnovers. Reviews weekly productivity/cost reports. Ensures projects stay within approved budgets. Responsible for administering assigned awarded contracts and CSP for compliance. Develops action items logs. Submits personal daily log for each day worked by end of shift.
10. Perform any other duties or special assignments as assigned by the Manager of Turbine Assets.
SUPERVISION
Direct Supervision: Maybe assigned direct supervision of assigned personnel
Indirect Supervision: Indirect supervision of contractors subcontractors and assigned personnel.
RELATIONSHIPS
Internal: Frequent contact with the Directors General Managers Superintendents and all levels of employees within the Engineering and Outage & Project Management team.
External: Direct interface with OEMs Contractors Vendors Suppliers and Engineers.
QUALIFICATIONS
Education/Training:
Required: High School Diploma. Construction management training/experience is required. Knowledge of OSHA 1910 and 1926 maintenance & construction safety requirements. Knowledge of construction codes standards and gas turbine/generator disassembly/reassembly and maintenance experience required.
Preferred: Experience in project management technical training and/or experience in GE frame 7FA gas turbines and generators turbine operations unit commissioning outage planning for borescope inspections hot gas path inspections and major outage inspections for turbines and generators outage execution of centerline of turbines and generators including auxiliary turbine/generator support equipment. Supervision in leading centerline outages from project initiation to project completion.
Knowledge/Skills/Abilities:
Previous experience in writing contract scopes of work and working with contract administrators is required. Must be able to plan and organize Mechanical Combustion Turbine Generator projects to support project goals. Must possess strong leadership qualities and have team building skills including outage coordination planning scheduling and supervision experience related to executing these types of tasks. Technical knowledge of mechanical combustion turbine generators auxiliary support equipment and balance of plant (BOP) assets is required. Experience in supervising contractors. Previous experience as a millwright foreman superintendent technical field engineer experience from an OEM third party or utility with experience with GE 7FA gas turbines and generators required. Proficient use of computerized maintenance management systems Microsoft word excel power point project Primavera P6 Gant Charts Adobe Acrobat taking pictures and making attachments to documents and use of e-mail are conducted daily. Strong communication skills.
Related Experience:
Supervisor-Generation (Mechanical) for combustion turbines should have at least 10 years related experience in heavy industrial construction construction management maintenance including 10 years of related or equivalent experience in job safety project planning estimating scheduling execution use of hydraulic pneumatic tools use of bolt tensioning equipment precision measuring tooling tooling use safety grinding wire wheeling rigging piping scaffolding valves gaskets sealants machining welding confined space lock out tag out housekeeping millwright type mechanical work in a power plant or industrial environment.
College degree may be considered with inclusion of a minimum of 6 years of related field experience.

POSITION CONCEPT
