Job Summary
We have an opening for an Emergency Management Specialist in the Emergency Management Department (EMD). You will support situational awareness and alerting for hazards and events impacting the Laboratory develop analyses and recommendations and provide technical oversight for the readiness of Emergency Operations Center (EOC) equipment systems and facilities. You will support emergency management response activities for activations exercises and moderately complex incidents. This position is in the Emergency Management Department Response and Support Division (RSD).
This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. This may include regional pay considerations if applicable.
You will
- Serve as the LLNL Watch Desk independently monitoring events critical alarms and overall situational awareness of hazards and threats that may impact the laboratory or its employees and develop timely reports analyses and recommendations for action.
- Establish configure operate and support threat and hazard identification tools incident management systems and emergency notification systems and recommend and implement improvements to enhance effectiveness reliability and usability.
- Perform technical and operational tasks in support of emergency management response operations including notifications of key personnel risk assessment and activation procedures and at times lead these activities for moderately complex incidents or planned events.
- Provide technical oversight for the operability and readiness of LLNLs Emergency Operations Centers (EOC) including inspections testing corrective and preventative maintenance of facilities and equipment and coordination of support for exercises and real-world events.
- Lead life cycle management activities for EOC and related emergency equipment including planning and executing operability tests coordinating calibration and maintenance services maintaining accurate property and custodial records and providing data driven recommendations for upgrades and replacement.
- Participate and respond to actual emergencies as a member of the Emergency Response Organization performing roles that require independent judgment within established plans and procedures and providing input to incident documentation and after-action reviews.
- Maintain prescribed training and certifications; adhere to all relevant ES&H Security and LLNL Standards of Conduct and Business Ethics and Conflict of Interest policies and guidelines.
- Perform other duties as assigned.
Qualifications :
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelors degree in Emergency Management or related discipline or an equivalent combination of education and relevant experience in emergency management response and/or working in or managing an emergency management site or security operations center.
- Demonstrated experience operating in an emergency operations center watch desk or similar operations environment with responsibility for situational awareness event monitoring incident coordination and technical or operational decision support on moderately complex issues.
- Comprehensive technical knowledge of operations center situational awareness and communications equipment and systems with the ability to analyze problems apply established methods and techniques and independently troubleshoot and resolve routine to moderately complex issues.
- Comprehensive experience in emergency planning or response in a large or complex organization including participation in multi organization exercises and support of real-world incidents with a demonstrated ability to follow and improve established procedures.
- Specialized experience with incident management or emergency response systems and alerting software such as BlackBerry AtHoc Everbridge FirstNet WebEOC or similar platforms including configuration and use within defined policies and practices.
- Effective analytical problem solving and decision-making skills necessary to provide solutions to a diverse range of moderate to complex problems perform in-depth analysis of multiple identifiable factors and recommend and implement appropriate actions within established policies and procedures.
- Proficient verbal and written communication skills necessary to effectively collaborate in a team environment interact with organizational and external contacts and present and explain technical or operational information including briefings procedures and after-action inputs.
- Intermediate knowledge of personal computers and emergency related equipment and working knowledge of life cycle management principles and industry standard productivity tools (including Microsoft Excel Word PowerPoint basic databases) to develop logs checklists and summary reports that support program metrics and decision making.
- Ability to serve in an assigned on-duty/on-call position in the LLNL Emergency Response Organization with the potential for 24/7/365 one hour recall to LLNL and assignment in the LLNL EOC during work hours and non-work hours for emergencies (earthquake fire hazardous material spills security threats etc.).
- Ability to obtain and maintain a valid California Drivers License in order to operate an LLNL emergency response support vehicle.
Qualifications We Desire
- Emergency planning response and operations center or watch desk experience at other DOE facilities UC campuses private sector critical facilities or agencies (such as NASA or the US Department of Defense) including interaction with multiple organizations or external partners.
- Completion of Federal Emergency Management Agency (FEMA) courses ICSand 700 or the ability to obtain them within a defined period after hire.
- Experience contributing to the development review or maintenance of emergency plans after action reports corrective action/improvement plans procedures checklists or job aids including recommending updates based on lessons learned or changes in requirements.
Pay Range
$129150 - $163764 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.

Site 300 is an experimental test site operated by LLNL. Situated on 7000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore Site 300 hosts approximately 200 employees with expertise in such fields as engineering chemistry biology and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
