ABOUT THE ROLE
Reporting to the Medical Officer of Health the Associate Medical Officer of Health is responsible for the leadership and management of public health programs and services within the Public Health Branchs main Divisions of Child and Family Health Infectious Diseases Control Healthy Living and Health Protection; providing evidence-based medical consultation; interpreting directives and implementing legislative changes; promoting and leading Divisional projects and initiatives; engaging with provincial Public Health and other local Public Health units; building and nurturing relationships with health care and other sector partners; and acting for the Medical Officer of Health (MOH) in their absence and carrying out the legal responsibilities of the office of the MOH as defined in the Health Protection and Promotion Act and in accordance with the policies of the Region.
WHAT YOULL BE DOING
- Directs the delivery of programs and services within the assigned portfolio and in accordance with the Ontario Public Health Standards and the requirements of the Ministry of Health . Portfolios may include:
o Chronic disease prevention injury prevention substance use prevention and workplace wellness sexually transmitted diseases programs and the provision of clinical services for the sexual health program.
o Control of infectious diseases including leading outbreak investigations and infection control and immunization.
o Health Protection environmental health climate change
o Child and Family Health and healthy development
o Health equity population health assessment emergency management and other branch wide work - Directs the preparation development and distribution of timely comprehensive reports regarding the health status of Regional residents following the review analysis and interpretation of available sources of information.
- Provides ongoing overall direction goal and strategy setting development of objectives policies and procedures and continuous improvement for all of their areas of business.
- Contributes to the development and monitoring of annual capital and/or operating budgets for the Division.
- Ensures quality assurance activities to monitor program effectiveness and support continuous improvement attitudes within the areas of responsibility.
- Oversees the development of procedures guidelines and templates; develops policies related to the services offered and ensures adherence to the Regions policies guidelines and bylaws.
- Supervises staff including recruitment selection hiring assigning work determining training and development needs and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements Regional policies and practices; ensures adherence to appropriate Regional HR policies and government legislation (i.e. OH&S Act).
- Liaises with internal and external stakeholders including government and non-governmental agencies hospitals schools clinics physicians other health practitioners and the public.
- Acts for the Medical Officer of Health and Associate Medical Officer of Health in that persons absence as required.
- Performs otherduties as assigned to meet Department and Regional objectives.
WHAT WERE LOOKING FOR
- Designation as a Fellow in Public Health and Preventative Medicine of the Royal College of Physicians and Surgeons of Canada.
- Masters degree in Public Health or the equivalent that is acceptable to the Ministry in satisfying the requirements under the regulations pertaining to the Health Protection and Promotion Act.
- Minimum five (5) years experience (which can include Residency experience) in health related programs and service delivery field including demonstrated supervisory or leadership experience.
- Demonstrated knowledge and understanding of the Health Protection and Promotion Act and other applicable legislation municipal and Regional government organization and structure industry standards issues and communities served.
- Knowledge of and demonstrated ability in strategic planning change management design process and implementation strategies to optimize both quality and cost-effectiveness of services.
- Leadership competencies including operating strategically leveraging diversity and differences customer focused ensuring accountability managing complex problems financial management employing interactive and effective communication fostering collaborative relationships cultivating engagement to drive vision and purpose managing and developing talent establishing and maintaining trust displaying self-awareness and demonstrating resiliency.
