What we are looking for

Managerial experience in a humanitarian/recovery context with strong understanding of the Humanitarian Principles and their application in programmatic and advocacy responses NGO safety and risk management humanitarian access and civil-military coordination.

Previousinternational experience working in complex contexts andparticipatingin access negotiations with an NGO and/or UN agencies with at least one-year professional experience in a high-risk context. Experience in risk managementwithimplementing partners would be great as well as previousexperience within the region and/or area of operations is preferable.

Prior experience in capacity building/training and remote management. Arabic and English languages are a requirement and should be at working proficiency both written and verbal.

Applicants must be legally eligible to work in Amman Jordan or other applicable locations within MENA region. We are unable to provide work permits or visa sponsorships for this position.

What you will do

This role is shared resource for the NRC Libya and Human Mobility Hub (HMH). The position-holder will support NRCand partneroperations in Libya Egypt and Libyamaintainsa support office Tunisia to host elements of its Country Office.

TheHumanitarian Access and Safety (HAS)Manageristhe lead technical resource on safety and security crisis management andaccessfor the NRC Libya and HMH role is crucial formanagingsafety andsecurity risks buildingcapacityimplementingDuty of Care(in direct coordination with People and Organisation)developing humanitarian access

strategiesandfacilitatingprincipled humanitarian programming.

The HAS Manager reportsto the HMH Director and LibyaCountry Director with technical support provided bythe Regional Head of HAS. Thispositionwill support theCountry Management Group/equivalentand Crisis Management Teams for HMH and LibyaCO.

Key responsibilities

  • Implement the NRC Global HAS Management System at country level prepare reports asrequired and execute the country HAS Operational Plan in line with global HAS initiatives.
  • Foster a culture of enabling a safe and principled humanitarian responseadhering to the Humanitarian Principles in alignment with Programme Criticality.
  • Maintain an up-to-date comprehensive understanding of the countrys humanitarian context including analysis and forecasting to regularly brief country management on key security developments NRC exposure access challenges and emerging threats to inform decision-making.
  • Develop andmaintaincountry HAS documents procedures guidance and tools including strategy and budgets ensuring consistency across the country programme and in line with organisational standards.
  • Oversee and/or conduct Security Risk Assessments (SRAs) and access assessments collaborating with management to implement relevant mitigation measures.
  • Technically support the development and implementation of access strategiesin LibyaCOandforHMH ensuring a systematized approach to engagement.
  • Providetechnical guidance on specialised issuesemergingfrombothLibya and HMHincludingincident management staffing conflict sensitivity programme criticality Duty of Careandprincipled access negotiations.
  • Foster a culture of continuous learning byfacilitatingdialogue and sharing of best practicesamongstHAS staffinboth operations. Display flexibility and agility to adequately supportthe differentmandatesof Libya CO and HMH
  • Ensure compliance with the of NRCs HAS Management System encompassing the HAS Policy and risk management proceduresMinimumOperating Standards (MOS) the Humanitarian Access framework and crisis management procedure.
  • Line management responsibility for direct reporting staff. This includes performance management workforce planning recruitment staff induction and development and support for Duty of Care.
  • Train and develop NRC staff and partnerscapacity in access safety and security.
  • Communicate and coordinate with relevant external actors and coordination structures and build relationships with various stakeholders to inform operations and security management as well as increase humanitarian access and protect humanitarian space.
  • Ensure adherence to NRC policies guidance and procedures and a specific responsibility for HAS policies and procedures.

What you will bring

  • Bachelors degree in a relevant field.
  • Minimum three years of experience working in a senior role with managerial responsibility in a humanitarian/recovery context with strong understanding of the Humanitarian Principles and their application in programmatic and advocacy responses NGO safety and risk management humanitarian access and civil-military coordination.
  • Previousexperience working in complex contexts andparticipatingin access negotiations with an NGO and/or UN agencies with at least one-year professional experience in a high-risk context.
  • Experience in risk managementwithimplementing partners.
  • Previousexperience within the region and/or area of operations is preferable.
  • Qualifications in humanitarian access negotiations is an added value.
  • Prior experience in capacity building/training and remote management.
  • Workingproficiencyin Englishboth written and both written and French is also a plus.
  • Valid drivers license.
