Position Overview


he University of Hawaii at Hilo (UH Hilo) is a public liberal arts and sciences university on the Island of Hawaii known for its unique blend of cultural immersion and research opportunities leveraging the islands extraordinary geological biological and cultural diversity. It is a comprehensive regional university within the ten-campus University of Hawaii system focusing primarily on high-quality baccalaureate and select postgraduate education including distinctive programs in areas like marine science geology astronomy and Hawaiian language revitalization.


Kilohana: The Academic Success Center promotes the learning and retention of students by encouraging students to become independent and motivated learners through supplemental academic instruction academic skills development and access to academic resources available through the Center and its staff.


The Testing Center is an academic resource available by appointment to all UH students who need a proctored setting for make-up exams exams for distance learning courses and exams requiring addition some proctored professional testing is available to community members.


Duties and Responsibilities

  1. Manage Testing Center personnel facilities equipment safety and daily administrative tasks.
  2. Securely and correctly administer and proctor exams in various mediums including make-up distance learning professional and ADA accommodated exams including evening and weekends
  3. Adhere to FERPA and all campus state/federal and test agency security and confidentiality regulations.
  4. Respond to all internal and external communications and service requests available through the Testing Center.
  5. Coordinate receipt security and transmission of exams; maintain and update testing equipment; immediately submit repair requests.
  6. Hire train and supervise student assistants and proctors monitor review and approve student employee time sheets and manage student payroll within allotted budget
  7. Oversee established fee assignments revenue collection fiscal tracking and budget compliance; solicit manage and maintain third-party vendor agreements in consultation with appropriate supervisors
  8. Track and analyze data to generate reports on operations performance maintenance finances and other related activities.
  9. Ensure Testing Center website accuracy outreach marketing and unit activities in alignment with Kilohanas vision and mission statements.
  10. Work with Kilohana and other UH Hilo/UH System offices on planning and operational coordination.
  11. Other duties as assigned


Minimum Qualifications

  1. Possession of a baccalaureate degree in Business Administration Public Administration Education or related field and 3 year(s) of progressively responsible professional experience with responsibilities for management and/or support of a higher education testing operation; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of professional testing practices as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with professional testing practices.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer apply word processing software.
  8. Demonstrated knowledge of Microsoft (MS) Office
  9. Experience working with databases to maintain detailed records
  10. Demonstrated knowledge of website management


Desirable Qualifications

  1. Masters degree in Business Administration Accounting or related field
  2. Ability to work effectively with multiple testing providers from the public and UH
  3. Ability to effectively interact with other entities within UH
  4. Knowledge of and experience with UH fiscal and administrative policies and procedures with accounting or fiscal experience in a public comprehensive institution of higher education
