Job Summary

Dorchester County Public Schoolsiscurrently seeking a dynamicDirector of Talent Managementwho will play a pivotal role in shaping our workforce and enhancing employee engagement.This positionislocatedat theCentral County Public Schoolsisamid dramatic systemwide improvement and is entering the first year of implementation of our ambitiousBelieve in Us: Advancing Our Potential Together Strategic Plan. This is a unique opportunity to help lead transformational work from the ground up as part of a creative results-focused leadership team. The Director of Talent Management will thrive in a fast-paced innovative environment working closely with senior leadership and all DCPS departments toestablisha top-notch customer service focused Human Resources Department. This position will ensure consistent implementation of theBelieve in Us: Advancing Our Potential Together Strategic Planand aim to create ahighly functioningand efficient Office of Human Resources. This positionrequires ahighly skilledand dedicated professional who oversees the entire operations of the Human Resources Department. This position reports directly to the Assistant Superintendent ofAdministrative Services.

DUTIES:

  • Supervise Human Resources staff and direct the planning development coordination and evaluation of the Human Resources & Employee Relations Department including departmental work goalsobjectives and procedures for the purpose of ensuring the divisionoperateseffectively and efficiently.
  • Establish systems and processes that promote effective talent management and workforce planning.
  • Analyze workforce trends and devise innovative solutions to minimize turnover while bolstering engagement and overall strength across the organization.
  • Oversee thedistrictGrow Your Own initiatives and work with other offices within DCPS to complete grant obligations and ensure timelines and succession planning initiatives are met.
  • Fulfill the goals andobjectivesof the Dorchester County Public School Strategic Plan with a focus on the Blueprint for Marylands Future Pillar Two: High-Quality and Diverse Teachers and Leaders.
  • Oversee Position Control andmonitorvacancies for all positions.
  • Oversee all personnel functions including recruitmentselection onboarding orientation assignment evaluation promotion discipline and separation of employees.
  • Serve as the Chief Negotiator and work with the DCPS bargaining team and theUniServRepresentatives to strategize organize and conduct collective bargaining negotiations.
  • Interpret communicate and enforce negotiated agreements resolve contractual issues and provide training to leadership and staff on contracts personnel policies and applicable employment laws.
  • Ensure consistent contractual interpretation implementation and compliance across all bargaining units and serve as the point of contact for all Negotiated Agreement matters.
  • Direct and oversee internal investigations involving employee misconduct policy violations and workplace complaints in compliance with due process and legal requirements.
  • Assistwithstaff recognition programs and employee-focused on district events such as the Teacher of the Year campaign and the annual Retirement Event.
  • Collaborates with the Division of Instruction on job descriptions Title I compliance creating new postings and placement recommendations.
  • Oversee compliance with the ADA FMLA FLSA EEO Workers Compensation Time to Care Act COMAR Maryland Education Article and other mandated laws.
  • Provides a culture of professionalism confidentiality equity and customer service excellence across the department.
  • Serve as the Dorchester County Public Schools representative for the Maryland Negotiation Service Eastern Shore of Maryland Education Consortium Maryland Association of Boards of Education and other state associations.
  • Prepare personnel sheets and staffing updates for Board agenda reviews.
  • Perform other duties as assigned.

QUALIFICATIONS:

  • Masters degreeinHumanResourcesBusiness Management/Business AdministrationEducational Leadership Communications or a closely related field.
  • Minimum of five (5) years experience in human resources administration or labor relations personnel management public schooladministrationor district level leadership preferably in a public school system.
  • Experience in school administration (e.g. school-based administration supervisor or central office administrator) ishighlypreferred.
  • Professional Human Resources certificationsare preferred including PHR/SPHR SHRM-CP/SHRM-SCP.
  • A comparable amount ofeducation certification and experiencemay be substituted for the minimum qualifications.
  • Thorough knowledge ofphilosophy principles and practices of personnel administration and employee relations.
  • Thorough knowledge ofpublic-schoolsystems organization and administration.
  • Ability to make decisionsin accordance withprecedents rulesandregulations.
  • Abilityto apply Board policy to daily workdecisionsexercise goodjudgment
    courtesy and tact in dealing withall stakeholderson the telephonewritingandinperson.
  • Demonstratesproficiencyin computer and word processing skills especiallyMicrosoft Office Suite applications (Word Excel Outlook Calendar and PowerPoint) Google Drive etc.
  • Familiarity and ability toutilizePowerSchoolSunGard administrativedata systemandCognossoftware are preferred.
  • Must be ableto work independently onroutinecomplex and confidential tasks.
  • The ability tomaintainstrict confidentiality isa must.A breach of confidentiality may cause immediate termination.
  • Mustmaintaina good attendance record and be willing to work outside of general
    working hours occasionally.

SALARY: Exempt and confidential position. This is a twelve (12) month benefitedposition. This is a senior leadership position and salarydeterminedby theSuperintendent of Schools and the Board of Education.
