Job Description:

Whats the role

ONEgas West is a late life asset that has been operating for nearly 60 years. The asset includes an onshore gas terminal (Bacton) 2 x manned production installations (Clipper and Leman A) 19 x normally unmanned installations (NUIs) a Walk to Work (W2W) vessel and a mobile unit in combined operations performing ongoing Decommissioning & Restoration (D&R)work.

This role will be office based in Gt Yarmouth and includes regular visits to offshore locations and Bacton.

Your principal role will be to provide independent technical advice to help the asset ensure that the facilities are designed and operated in a manner where the risks associated with Major Hazards have been reduced to a level which is as low as is reasonably practicable (ALARP). To do this you will coordinate a small team of technical safety engineers and will work closely with a broad cross section of the organisation including other discipline engineers project teams operations and maintenance teams.

The role will be a technical authority and recognised subject matter expert in their discipline. The role is a senior individual contributor and is expected to operate with minimal direct supervision using their own initiative and technical judgement to provide structured advice solve problems make effective decisions and prioritise workload appropriately.

What youll be doing

Your main accountabilities will be:

  • Technical Safety Engineering (TSE) Technical Authority providing technical assurance within the operated asset including managment of change for modifications and projects.
  • You will work in a small team responsible for the management and maintenance of 21 x Installation Safety Cases 1 x COMAH Safety Report and the associated safety studies. This will involve assessing the effects of engineering and operational changes through studies including HAZIDs/HAZOPs fire and explosion analyses QRA etc. You will take a lead role in identifying any measures that can be implemented to reduce the risks to ALARP.
  • You will play a key role in supporting Operations with ORAs (Operational Risk Assessment) when SECEs are impaired or degraded.
  • You will play a key role in helping the organisation to monitor barrier health and reliability of SECEs (i.e. where failure of SECEs on demand occurs during a test).
  • In conjunction with the Engineering Manager HSE (Health Safety & Environment) Manager and General Manager you will key provide key input to Asset Integrity & Process Safety Management monitoring and assurance activities.
  • Support the HSE Manager to coordinate technical safety related work within a small team.
  • The role requires regular interface with the safety regulator in the UK in support of safety case management inspections combined operations activities etc.
  • You will be responsible for identifying Safety & Environmental Critical Elements (SECEs) and defining the performance standards required. You will be a barrier owner for multiple performance standards including Temporary Refuge Escape Evacuation and Rescue Lifeboats Deluge Fire and Protection systems etc.
  • Execute field visits focusing on specific Major Accident Hazards (MAH)and process safety improvement topics.
  • Promote and actively support the implementation of Regulatory Industry and Shell HSE standards including simplification of company procedures and work instructions.
  • Participate in incident investigation and auditing where required.

What you bring

We are keen to hear from candidates with extensive experience in the upstream oil & gas industry with the following qualifications and technical expertise:

  • Engineering Degree preferably in Process or Chemical Engineering; a postgraduate qualification in safety engineering or hazard & risk management is an advantage.
  • Technical Safety Technical Authority (TA2).
  • Fully conversant with relevant industry requirements standards and guidance.
  • Strong knowledge of UK safety regulations including Safety Case Regulations and PFEER.
  • Working knowledge of Physical Effects Modelling and Quantitative Risk Assessment; experience with FRED and SHEPHERD preferred.
  • Working knowledge of HAZOP LOPA and SIL classification.
  • Knowledge and expertise in Human Factors would be beneficial.
  • Experience providing technical safety support to an operational asset.
  • Experience in auditing and incident investigation (beneficial).
  • Fluency in English.

Moreover we would also like to see strong technical and operational capabilities such as:

  • Facilitation of Technical Safety Engineering workshops including HAZID Bow-Tie reviews ALARP sessions SIMOPs and Facility Layout & Siting.
  • Ability to develop ALARP demonstrations for Technical and Process Safety risks.
  • Ability to interface directly with regulatory bodies (HSE) on technical safety matters.
  • Strong analytical skills to distil process safety risks and validate data quality.
  • Experience in providing daytoday technical safety input to operations.
