Duties and Responsibilities:

  1. *Serves as an Administrative Officer for the University of Hawaii (UH) Telecommunications and Social Research Institute / Pacific Health Information Data Center (TASI/PHIDC) of the Social Science Research Institute (SSRI) and its programs.
  2. *Provides a full range of administrative support services to include but not limited to budget planning monitoring and management; preparation of grant proposals and/or cooperative agreements and task orders; financial accounting and reporting; procurement; budget personnel; and inventory management.
  3. *Responsible for overseeing and monitoring inventory of project equipment to ensure compliance with sponsor requirements federal state UH/Research Corporation of the University of Hawaii (RCUH) policies and procedures.
  4. *Assists Principal Investigators (PI) with proposal development. Reviews proposals to ensure compliance with sponsor requirements federal state UH/RCUH procedures and guidelines.
  5. *Prepares reviews and processes purchase requisitions and other fiscal and procurement documents for UH and RCUH.
  6. *Formulates and manages budgets and budget projections to ensure program objectives are met within available budget.
  7. *Provides technical and administrative advice interpretations and/or makes effective recommendations regarding applicable policies procedures and other administrative requirements to the project coordinator Director and PI.
  8. *Collects and analyzes fiscal budget and program data and prepares various reports as required by management and provides technical administrative recommendations.
  9. *Responsible for all aspects of personnel functions including recruiting onboarding and evaluations.
  10. *Works with both UH and RCUH fiscal and human resources staff to meet program needs/requirements.
  11. *Serves on program/project management team and provides guidance for administrative matters.
  12. *Keeps abreast of changes in applicable administrative and fiscal policies and procedures.
  13. *Establishes implements reviews and/or amends the Standard Operating Procedures (SOPs) for UH TASI/PHIDC of the SSRI.
  14. *Ensures compliance with applicable laws regulations policies procedures and other guidelines.
  15. *Supervises staff and student assistants.
  16. *Trains staff and student assistants in preauditing financial documents and other tasks as needed.
  17. Other duties as assigned.

Minimum Qualifications:
  1. Possession of a baccalaureate degree in Business Administration Arts and Sciences or related field and 3 year(s) of progressively responsible professional experience with responsibilities for business management and/or providing administrative support for a project or program; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of fiscal management and/or personnel management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with fiscal management and/or personnel management.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software and spreadsheet software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

Desirable Qualifications:
  1. Demonstrated strong organizational skills and leadership skills.
  2. Knowledge of UH UH Foundation and RCUH applicable laws administrative rules policies procedures and practices.
  3. Experience in financial management in a public institution of higher education.
  4. Masters Degree in Business Administration or related field.
  5. Knowledge of the UH research infrastructure and programs.
  6. Knowledge and experience with Hawaii and Pacific Island governments.
