Job Summary

Business Analyst / Process Analyst

Position Overview

The Business Analyst / Process Analyst will support the Citys technology and operational improvement initiatives by analyzing business processes gathering requirements and recommending system and workflow enhancements. This role will work closely with City departments IT teams and project stakeholders to ensure technology solutions align with operational needs and public service objectives.

The ideal candidate will have experience supporting municipal or public-sector environments and a strong ability to translate business requirements into functional specifications for enterprise systems such as financial management systems permitting and licensing platforms public safety systems HR systems and citizen engagement applications.

Key Responsibilities
Requirements Gathering & Analysis

Conduct stakeholder interviews workshops and working sessions to gather and document business requirements.
Analyze current (as-is) processes and identify gaps inefficiencies and improvement opportunities.
Develop future-state (to-be) process models and workflow recommendations.
Translate business needs into clear functional requirements and user stories.

Process Improvement & Documentation

Map business processes using structured methodologies and documentation standards.
Recommend system configuration changes or process enhancements to improve efficiency and service delivery.
Support the development of standard operating procedures (SOPs) and business documentation.
Ensure alignment between operational processes and supporting technology systems.

System Implementation Support

Assist with system selection configuration testing and deployment activities.
Support User Acceptance Testing (UAT) by developing test scenarios and validating system functionality.
Coordinate feedback from end users and help prioritize system improvements.

Stakeholder Collaboration

Act as a liaison between City departments and technical teams.
Communicate technical concepts in clear business-friendly language.
Support cross-departmental collaboration during system upgrades and modernization efforts.

Reporting & Compliance

Prepare reports dashboards and documentation to support leadership decision-making.
Ensure compliance with applicable municipal policies data governance standards and regulatory requirements.

Skills & Competencies

Strong analytical and problem-solving skills.
Experience with process mapping tools and documentation techniques.
Ability to manage multiple stakeholder perspectives and priorities.
Excellent written and verbal communication skills.
Detail-oriented with strong organizational skills.

Minimum Qualifications

Education

Bachelors degree in Business Administration Information Systems Public Administration or a related field (or equivalent experience).

Experience

3 7 years of experience in business analysis process improvement or systems analysis.
Experience supporting public-sector municipal or government IT environments preferred.
Familiarity with enterprise systems commonly used by municipalities (finance HR permitting asset management public safety citizen services).

Additional Qualifications:

Experience with systems such as Tyler Munis Oracle Fusion SAP Tyler New World. CentralSquare will be plus.

Work Location:

This position is hybrid with work performed both remotely and at the City of Danville Virginia office
