Job Summary

NYC Parks is the steward of more than 30000 acres of land 14 percent of New York City including more than 5000 individual properties ranging from Coney Island Beach and Central Park to community gardens and Greenstreets.

The Parks Advocates Office consists of Agency Attorneys Investigators and support staff and handles employee misconduct investigations and prosecutions. The Division has a Labor Law Investigation Unit which is tasked with enforcing and ensuring prevailing wage compliance and other related compliance on contracts let by the Agency.

Major Responsibilities

- Under general supervision with considerable latitude for independent action and decision perform highly confidential investigations concerning contractor compliance with Prevailing Wage Laws.
- Analyze and audit payroll reports resident engineer reports worker accounts and personal observations to ensure proper classification and payment of workers.
- Ensure compliance through field inspections documentary audits and employee interviews. Make note of potential prevailing wage violations and take corrective action.
- Assist construction resident engineers and others to identify Prevailing Wage issues and develop solutions.
- Collect and verify data and evidence conduct surveillance examine and analyze Agency and subcontractor employee records.
- Interview subjects and witnesses.
- Provide oversight for completion of restitution payments and related documentation by contractors and subcontractors to affected employees.
- Maintain case records and investigative files and prepare related correspondence to contractors and subcontractors.
- Prepare reports and make recommendations for appropriate action to be taken following investigations.
- Work in close coordination with other government investigative agencies.
- Testify at administrative and/or court proceedings when warranted.

Qualifications :

1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting auditing correction administration criminal justice administration and planning forensic science inspection investigation law enforcement personnel administration police science and security or in a major operational area of the agency in which the appointment is to be made; or
2. A baccalaureate degree from an accredited college; or
3. Education and/or experience equivalent to 1 or 2 above.
