Description of the department

The core responsibility of the Programs Department is to achieve impact. Therefore the department designs supports and manages our programs/projects and global campaigns that help achieve our 10-year vision of an inclusive (Equal) secure (Safe) equitable (Fair) and sustainable (Green) world in an efficient and effective manner ensuring high quality. The Department is also responsible for engaging with institutional donors and leads on program quality and learning frameworks.

Purpose of the Unit

The Unit FAIR Financial Systems and Investments is responsible for Oxfam Novibs work on pressuring governments and the financial sector to reverse the trend of growing inequalities for fundamental changes to public and private sector policies and practices so that wealth profits and welfare are shared more equally and transparently.

The Unit is amongst others responsible for our work on access to finance and non-financial support for individuals small and medium sized enterprises (SMEs) and microfinance institutions (MFIs). This is done through and investment fund (with total capital of approximately 44m EUR) managed by a partner. Furthermore in the unit we work on influencing governments (international) institutions and financial sector to improve public and private sector policies and practices so that wealth profits and welfare are shared more equally and transparently and the climate and environment are saved for this and future generations.

The unit also focuses on the topic of Human Economy aiming to move towards a new economic model that serves the needs of society within the boundaries of the planet. The Unit supports civil society organizations movements and citizens at national level to voice their call for improved domestic resource mobilisation and fair tax systems transparent budgets and citizens monitoring budget spending on public services and to voice their demand for a transparent fair sustainable and inclusive financial sector. So that wealth profits and welfare are shared more equally and transparently and the climate and environment are saved for this and future generations. Some of the outputs of the unit are e.g. the Fair Tax Monitor and the Fair Finance network (internationally and in the Netherlands).

Job Summary

We are looking for an experienced Investment Lead. You will be one of the key persons within our team responsible for managing Oxfam Novibs impact investments including the Oxfam Novib Fund (ONF) and the Innovation Lab.

You will be a part of a hybrid investments team and work closely with an Investments Officer and Communications Officer and will manage the strategic relationship with our external fund manager. You ensure that our investments are financially sound mission-aligned innovative and impactful. You will strengthen Oxfams position in impact investing and blended finance develop new funding pipelines and connect investment activities to broader programme and influencing strategies including ecosystem influencing and climate resilience work.

You will lead and build strong relationships with Integration within Oxfam (e.g. with country offices and affiliates) impact investment community and other stakeholders and represent Oxfam Novib at external events and internal committees and other governance bodies.

Key Deliverables

  • Oxfam Novibs investments are professionally managed impactful and financially sound
  • Investment activities are fully aligned with Oxfam Novibs mission and programmes
  • Investment results are clearly monitored and reported internally and externally
  • New programme innovation and influencing opportunities are identified and realized

Key Tasks

  • Manage and monitor investments and relationship with the fund manager including reporting on the investments to the relevant governance layers within Oxfam Novib
  • Catalyze the Innovation Lab (credit line dedicated to seed and scale up new technologies products and services) through funds raising business networking etc.
  • Start new projects and submit funding proposals for the testing and scaling up of new concept especially in the field of blended finance and / or financial products together with the different units
  • Integration of the investments fund and the programs including Ecosystem Influencing
  • Ensure good quality monitoring of activities.
  • Leads and builds strong relationships within Oxfam (e.g. with country offices) impact investment community and other stakeholders.
  • Represent Oxfam Novib at external events Investment Committees (observer role with voice no vote) other governance bodies.
  • Advice on investment processes and policies ensuring further professionalization of investments activities.
  • Make sure investment policies are up to date and adhered to.
  • Leads the influencing agenda of the investments.
  • Leads of externally funded project as they relate to ON Fund
  • Sharing knowledge across Oxfam Novib and affiliates
  • Performing KYC with counterparts
  • Prepare and provide budget and monitoring financial results of Investment activities to Finance & Control team including ensuring that Financial Administration represents properly these results.


Knowledge and Experience

  • Have a Bachelors or Masters Degree in Business/Finance development economics or similar disciplines;
  • Have 5-8 or more years of hands-on experience in impact investing PE/VC corporate finance microfinance (this is a must) and ideally blended finance;
  • Have excellent financial and analytical skills including experience with valuations financial modelling and impact data analysis;
  • Have work experience and interest in working with climate adaptation finance women economic empowerment and gender transformative investing
  • Have work experience in working in emerging markets;
  • Have passion and experience (or clear interest) in working in the NGO sector;
  • Have the ability to work in a structured way and to handle multiple tasks simultaneously;
  • Have excellent (intercultural) communication skills;
  • Is a self-starter that can work independently and is eager to take the initiative;
  • Fluent in English and preferably in Dutch. Working knowledge of Spanish French or Arabic is an asset.

  • Oxfam Novib offers an attractive and honest benefits package including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between3.756- and 5.780- gross depending on experience based on 36 hours a week.
  • We are currently working hybrid (50% in the office in The Hague and 50% at home).
