The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Program and Policy Planning Manager in Richmond Virginia. What you will do:
Serve as a member of the agencys senior management team.
Manage and perform highly specialized and complex legislative policy and administrative duties to include the coordination of post-legislative activities.
Responsible for the development and review of implementation plans improvement plans and the agencys strategic plan.
Responsible for the development implementation oversight and evaluation of programs and policies that support the agencys strategic goal.
Ensure accurate interpretation and application of the statutes regulations and policies governing all activities and operations of the Department of Criminal Justice Services.
Communicate directly with agency level decision makers to discuss recommended program implementation resource allocation and/or policy changes.
Oversee implementation teams and ensure implementation is completed develop action and work plans to provide guidance to various departments working towards the mission of the agency.
Draft and review MOUs/ MOAs.
Work with the agencys administrative divisions to update agency policies draft and establish new agency policies as necessary and to ensure agency policies are not in conflict with law regulations or state policy.
Work closely with internal as well as external customers to ensure a positive working relationship with local state and federal agencies with the criminal justice system to promote a positive professional image of the agency.
Represent the Departments interests at legislative meetings public meetings board meetings and other official meetings as required.
Minimum Qualifications
Experience in aligning new practices and policies with long-term organizational goals.
Extensive project management experience.
Strong research and data analysis skills to include demonstrated experience with Evidence-based programs and practices.
Demonstrated administrative analytical and problem-solving skills.
Extensive experience in leading and coordinating system level teams and cross-functional teams.
Demonstrated experience in building trust and maintaining productive relationships with stakeholders.
Extensive presentation experience.
Extensive management experience.
Ability to think strategically and cross culturally and independently implement new initiatives and projects.
Ability to articulate both orally and in written form clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.
Documented experience working as an active contributing team member as well as an independent and self-motivated employee.
Demonstrate ability to meet critical deadlines handle multiple assignments changing priorities and ensure timeliness and quality of completed assignments.
Additional Considerations
Demonstrated knowledge of:
Proven experience in strategic planning business analysis and/or research.
Documented experience working with Virginia state government local government Virginia legislature.
Documented experience working with The Criminal Justice System in Virginia.
Collaborative efforts with the judicial system legislators law enforcement advocates and other public safety stakeholders.
Special Instructions
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic addition the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The anticipated starting salary range is $119000 to $129000 plus the states benefits package.
