Job Summary:

Under direction the Real Time Information Center Technician is responsible for surveillance monitoring and data storage from live and recorded camera feeds. The Real Time Information Center Technician actively searches for real-time camera assets and provides real-time situational awareness updates utilizing police radios and other available technology platforms to responding resources for priority calls.

Experience Knowledge Skills:

Minimum Requirements:

  • Real Time Information Center Technician II
    • Bachelors degree or higher- Criminal Justice Crime Analysis or associated field.
    • Five (5)+ years as a sworn police officer
    • Five (5)+ years as a police dispatcher
    • Two (2) years of experience in law enforcement military security emergency preparedness or public safety in a patrol investigatory dispatch technical or similar support capacity sufficient for basic familiarity with law enforcement functions and operations.
    • CCIC/NCIC Certification.
    • FAA CFR Part 107 Remote Pilot Certification or ability to obtain certification upon hire.
    • Possession of a valid drivers license.

OR

  • Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred:

  • Real Time Crime Technician II
    • Experience working in a Real Time Information Center or a Real Time Video Monitoring Center is highly desirable.
    • 28 CFR Part 23 Certification.
    • National Real Time Crime Center Certification.

Knowledge Skills and Abilities:

  • Police Department objectives procedures services and operating policies.
  • Operational characteristics services and activities of a Real-Time Information Center.
  • Local geography including main streets and their hundred blocks relative distance between streets City boundary limits and sectors and beat areas.
  • Ability to understand applicable federal state and local policies laws and regulations.
  • Ability to understand security and privacy requirements of police information.
  • Ability to understand operational characteristics of video management systems.
  • Ability to understand principles of business letter writing and report preparation.
  • Ability to understand the functions of the Police Department and other City departments.
  • Ability to understand methods and techniques of telephone etiquette.
  • Ability to understand methods and techniques of conflict resolution.
  • Ability to operate remotely piloted unmanned aircraft systems (drones).
  • Customer service principles and Public Relations techniques.
  • Perform several tasks simultaneously.
  • Analyze situations quickly and objectively.
  • Understand the organization and operation of the city and of outside agencies as necessary to assume assigned responsibilities.
  • Establish and maintain effective working relationships with the public and all City employees.
  • Acquire a working knowledge of the geography and organizational structure of the Greeley Police Department and the City of Greeley.
  • Communicate clearly and concisely via radio and telephone and in person.
  • Work under pressure exercise good judgment and make sound decisions in emergency situations.
  • Cope with emotionally tense situations which may include the death of a citizen or an officer.
  • Remain flexible in an environment with changing priorities deadlines and schedules.
  • Maintain composure alertness and concentration while working for extended periods of time.
  • Maintain confidentiality.
  • Work evenings weekends and holidays as required.
  • Write and edit documents with close attention to detail proper spelling grammar and use of language to ensure the accuracy of the work product.
  • Handle multiple projects under tight deadlines.
  • Communicate effectively both verbally and in writing.
  • Compile arrange and present information in a clear and concise manner.
  • Operate a variety of telecommunications receiving and transmitting equipment including radio transmitting communication equipment and computer equipment.
  • Operate specialized public safety computer systems and applications.
  • Read and interpret maps and other navigational resources and give directions.

Essential Functions:

  • Monitors an integrated systems platform that combines 911 calls for service from the 911 Dispatch Center in designated priorities.
  • Monitors traffic management and facility infrastructure security cameras to provide situational awareness to responding resources during in-progress incidents.
  • Conducts searches through various databases to gather pertinent information on vehicles neighborhoods suspects or addresses as needed.
  • Tracks evolving situations assists in the identification of possible suspects and suspect vehicles locates fleeing suspects and calls for additional resources when on-scene personnel are unable to do so.
  • Sources real-time video footage gathers intelligence information from databases and communicates with Police Officers often during high-stress situations.
  • Operates radios and computer terminals to receive and transmit information.
  • Sets up and operates command posts; and provides video monitoring of activities during special events protests and large gatherings.
  • Proactively monitors the camera systems for public safety situations that are equal in priority to designated calls for service and communicates such situations upon observation.
  • Remotely operates unmanned aircraft systems (drones) in support of the departments Drone as First Responder (DFR) program.
  • Responds to requests for video evidence during/after critical incidents as well as post-incident investigations and public information requests.
  • Maintains and operates mobile camera assets and other equipment as needed.
  • Comprehends and makes inferences from written material including bulletins and intelligence information; integrates training experience and knowledge to identify potentially dangerous situations.
  • Prepares written reports with clearly organized thoughts using proper sentence structure punctuation and grammar that meets police report writing guidelines.
  • Performs related duties as assigned.

Work Environment and Physical Requirements:

Work Environment:

  • The hours and days off for an RTIC technician are subject to change as the RTIC evolves and the assigned technician may be required to work special events crime details and emergency SWAT callouts or civil disturbances from the RTIC.
  • Work is performed in a Real-Time Information Center emergency service setting with minimum public contact; incumbents are required to work evening night weekend and holiday shifts; incumbents may be called back or held over to maintain staffing levels.

Physical Requirements:

  • Primary functions require sufficient physical ability and mobility to work in an emergency service setting; to stand or sit for prolonged periods of time; to occasionally stoop bend kneel crouch reach and twist; to lift carry push and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
  • See in the normal visual range with or without correction; visually distinguish colors and picture resolution quality.
  • Hear in the normal audio range with or without correction.
  • Because of the confidential sensitive nature of the information handled successful completion of a background investigation and polygraph is required.
