Data & Reporting Coordinator Temporary

Overview

The Data & Reporting Coordinator is responsible for monitoring activities required under the Juvenile Justice and Delinquency Prevention Act of 1974 as reauthorized by the Juvenile Justice Reform Act (JJRA) of 2018 which established four core requirements that protect youth. These requirements include deinstutionalization of status offenders (status offenders are juveniles charged with a conduct that would not be a crime if committed by an adult) sight and sound separation between adult inmates and juveniles removal of juveniles from adult jails and detention facilities and addressing racial and ethnic disparities within the juvenile justice system. This is based on the broad consensus that youth who encounter the juvenile justice system are incredibly vulnerable and need to be protected.

The position monitors all Vermont facilities where public authorities may hold youth securely (police departments court holding cells detention facilities etc.) to ensure that they are abiding by the above requirements and protecting this vulnerable population. Annually this coordinator must report the results of these site visits and inspections to the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and work with the Juvenile Justice Coordinator and the State Advisory Group on the development of the State Plan and annual federal solicitation. This position reports to the FSD Juvenile Justice Specialist and is a member of the Adolescent Services Unit

Major Duties

• Conducting site visits of public authorities
• Updating DCFs Compliance Monitoring Manual
• Collecting and analyzing juvenile justice data tracking interest of justice hearings
• Report compliance to the Office of Juvenile Justice and Delinquency Prevention
• Providing training and technical assistance to increase agencies knowledge of the JJRAs core requirements
• Working as a liaison between Law Enforcement and DCF-FSD in relation to the JJRA
• Providing expertise to DCF-FSD on federal regulations and requirements when encountering youth in the justice system
• Consulting with Vermonts State Advisory Group for the JJRA
• Attend ASU meetings monthly
• Collaborate with the ASU on restorative plans/unit activities.
• Collect and verify juvenile holding data annually from all secure facilities

Temporary work is typically for variable hours and is not expected to be full-time. The State does not guarantee 40 hours of work per week.

Environmental Factors

Duties are performed largely in a standard office setting but private means of transportation should be available for required travel outside the office. The role involves intensive interaction with department officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary requiring some evening and weekend duty.

Minimum Qualifications

Masters degree in business or public administration statistics or information technology field.

OR

Bachelors degree business or public administration statistics or information technology field AND one (1) year or more of data administration business analysis statistics or design work.

OR

Four (4) years or more of data administration business analysis statistics or design work.
